A private company has been hired as an EPMC contractor for that Basic Design, Detailed Engineering, Procurement, Construction Supervision, Commissioning Assistance and Project Management Services. At present Basic design, development is going on.

There seems to have been a big demand side surge in India in January, 2018
8This was brought about by a combination of factors, including stepped up demand, a lower base in January last year on account of demonetization and less than targeted domestic output of oil & gas last month.
8LNG imports are up 47% from January last year. The recent surge in spot LNG prices seems to have hurt demand in what is considered a price sensitive market but not enough to stop it from rising.
8Refinery throughput is aggressively up as well.
8The surge in oil imports has alarmingly raised our import dependency for the month when compared to January last year. Even without taking into account the January, 2017 aberration, dependency is rising rapidly.
8The surge in demand is now both a challenge and an opportunity.
8It shows a revival in growth but also a massive rise in fossil fuel consumption. If unchecked, India's a voracious appetite for oil and gas will continue to surge well into the foreseeable future.

The latest global projections show crude oil demand slowing down but will be above current levels until 2040
8Gas demand however moves up but there are different scenarios about how gas will fare in an increasingly changing world
8Coal demand falls everywhere but in India and in some parts of the developing world
8And even if electric vehicles replace conventional cars, oil demand will not come down below 2016 levels, as other segments such as petrochemicals, will continue to use more crude.
8But the point to note is that all of this will mean carbon emissions will continue to rise well beyond what is needed to keep temperatures down to two degree centigrade.
8So if the world were to take action along the lines of the Paris deal, then the arithmetic changes
8Higher carbon taxes, more upfront governmental action, and market share seeking production by OPEC will impact the sector in a different way from how it is projected now.
8Then again, the role of disruptive technology is not factored in fully in these 2040 projections. What happens, for example, if very disruptive technology makes electrolysis from extremely cheap renewable power make petrochemical cheaper to make through this route than using crude oil or gas?
8So while the mood is bullish for now and for the coming few years, this is not the time to be complacent.

The website has been carrying reports on the future of the oil & gas industry in recent days. One such report says that the threat of EVs has receded for the time being and India will continue to see an upsurge in demand for transportation fuels well into the 2030s
8But there are caveats to this line of thinking when the latest global forecasts are taken into account.
8The latest data seems to indicate that the world may have adequate refining capacity to take care of demand in the foreseeable future.
8A massive amount of data has been collated to show that a lower global growth in liquids demand combined with continued growth of NGLs and biofuels have put pressure on global refining.
8No doubt, liquid supplies grow by around 11 Mb/d, but only 3 Mb/d is accounted for by crude and condensates which need to be refined, with the rest met by NGLs (6 Mb/d) and biofuels and other liquids (3 Mb/d).
8The gradual plateauing in product demand, combined with continuing steady growth in non-refined liquid supplies, causes refinery runs to peak sooner than anticipated
8The conclusion is that new refinery projects which are already planned or under construction for the next five years or so are sufficient to meet all of this additional throughput, implying no net new refining capacity is needed beyond that.
8The warning is that if India continues to build refining capacities then throughput in the rest of the world will have to go down from today's levels.
8These realistic and long term projections must be taken into account while looking at refining capacity additions in India

India has taken only "baby steps" (as compared to China, for example) and the EV revolution will take a long time to take root.
8There is clear irony in the government wanting to go all electric by 2030 while also planning to increase refining capacity by 50% in another five to seven years. There is also confusing talk of methanol substitution for transportation fuels to bring down the oil import bill.

This website carries here a series of reports highlighting the view that the electric vehicle (EV) revolution is still some distance away from eating into the sales of oil marketing companies. This line of argument claims that demand for fossil fuel for the transportation sector will continue to grow for the next 10 years. A business case is therefore sought to be made out for a massive expansion of refining capacity.
The following new facts seem to be emerging of late on EVs:
8It’s easy to get carried away with the hype surrounding EVs. Sales of battery-powered cars may be surging, but the technology is still in its infancy and batteries are by no means the only low-carbon solution for global mobility.
8Oil production will have to increase in order to meet rising demand from road transport for years to come. EVs are likely to remain a small part of the overall global vehicle fleet unless the technology improves significantly and the cost of production falls.
8The growth of EVs is dependent on subsidies and policies designed to push consumers into battery-powered transport, especially in urban areas. How the market for this emerging form of passenger transport will hold up once these incentives are removed is uncertain.
8EVs are also not the only solution for future mobility. Autonomous vehicles could transform the traditional model of car ownership leading to fewer cars on the road, while hydrogen may eventually provide another alternative fuel, especially for larger commercial vehicles.

8Moreover, US shale producers will be coming to the market in much higher volumes, and export more than 1 mbd of crude and more petroleum products.
8We believe that the tanker market will benefit from oil being shipped from the Middle East Gulf, as well as the US, into Asia.
8The growth in the crude oil tanker market of more than 3% will largely counteract the influx of new supply, and give way to a stronger tonnage balance into 2H 2018.
8Meanwhile, the strong growth in demand for product tankers of 3.8% will offset the supply growth of 2.1%, one year ahead of the all-important 2020 Sulphur regulations.

India's strategy of curtailing crude offtake from the Iranians seems to have paid off.
8What the earlier regime did not understand, the Modi government did.
8The Iranians are tough to deal with, and they can quickly go back on a deal, as they did when they backed out of a signed LNG agreement with then oil minister Mani Shankar Aiyer.
8What Iran eventually understood was that while it could cavort with western and Russian companies for E&P investments, it needs to take care of the buyers of their oil who, in a way, will pay for these investments. India is one of Iran's largest buyers of oil and given its voracious appetite, it will continue to buy more in the future. In a world with abundant crude supplies, Iran cannot do without India but India can.
8This message finally went through and New Delhi is likely to get its legitimate share of the Iranian E&P pie
8Blunt as it may sound, mollycoddling Iran does not always pay, as India found out after it helped out with oil purchases and barter trade during the time of US sanctions only to find Iran ignoring its plea for legitimizing OVL's rightful claim on the Farzad B block once the sanctions were lifted. Iran wanted to tie up with the Russians instead.
8India will need to keep the Iranians under pressure because that is the language they understand. You cannot blame the Iranians for being that way. After years of struggling against American sanctions, they have become resilient and tough. Survival is an art and they have learned it the hard way.
8Having said that, it is also important for India to be munificent when the need arises. More give and take is needed while haggling over a few cents in a gas price deal, for example. The opportunity cost should cover much more than a higher decimal point return on OVL's investment. Political and MEA officers must always be present with an OVL delegation. Not to be forgotten is that Iran is strategically important in India's dealings with Pakistan and the Arab world. It is also the gateway to Afganistan and the world beyond through the Chabahar port.

The ship breaking industry has a negative environmental impact on its surroundings
8India is the largest destination for ships to be broken down and only half its shipyards are in consonance with regulations prescribed by the Hong Kong Convention issued by the Nippon Kaiji Kyokai and RINA classification societies.
8A new investment campaign has been launched to upgrade shipbreaking yards over 5 years but India is a long way away from meeting the standards set by the Hong Kong Convention
8A lot of ship breaking facilities off the coast of Gujarat do not figure in the list of authorized destinations and yet the industry continues to thrive.
8The Chinese on the other hand has taken strong action and has shut down most of its ship breaking facilities.
