Indian policy makers need to look carefully at methanol to olefins (MTO) as an alternative to the naphtha cracking route.
8Methanol is now increasingly used worldwide for fuel blending.
8While LNG is being pushed as an alterative to high sulphur fuel oil, methanol provides a viable alternative in the context of IMO's reduced sulphur limits beginning from 2020.
8In China industrial boilers are now increasingly replacing use of coal with methanol.
8The website carries here the cost economics of methanol over other substitutes.
8High priced gas in India may make it an unviable option but alternative renewal energy routes are clearly available.

LPG vessel fleet owners, particularly in the very large gas carrier (VLGC) segment, has been facing very difficult times of late.
8For a large LPG importer like India, it is important to understand the dynamics of this business for future planning.
8There is a surplus of vessels in the market and VLGC rates have fallen by 75% YOY in 2016, leading to a 23% reduction in secondhand prices
8The VLGC fleet has grown by 43 ships or 22%  while arbitrage has collapsed to $91/ton from $240/ton in the past year
8But hope stems from the fact that the global VLGC trade has grown by 7 MT or 12% with China (29%) and Korea (20%) driving import growth
8An LPG carrier "heat map" carried here shows the global trade in the product in its true perspective
8VLGC earnings are near the 15-year historical low as a proportion of the cargo value
8Over the last 16 years, VLGCs have shown poor aggregate investor returns
8Due to prolonged periods of lower freight rates, VLGCs have frequently operated below breakeven levels
8Demand has been very strong with 3 consecutive years of  more than 15% but unfortunately, so has fleet growth
8With demand likely to grow strongly, what is the future in the VLGC segment?

Iran's proven gas reserves stand at 34 trillion cubic meters, making it the largest known source of gas in the world
8The South Pars field is the largest gas field in the world, and makes up 50 percent of Iran’s gas reserves. Shared with Qatar and only separated by a maritime border, the giant field was discovered in 1971 but only commenced production in Iran in 1989, after the war.
8Eventually Iran will have to emerge as the largest player in the global gas and LNG business
8But that will of course depend on whether Iran can do the following three things: set the correct terms in its IPCs to convince international investors of the potential opportunity, conduct internal reforms to better facilitate project approval and delivery, and attract and retain the required knowledge and skill for the sustainable operational development of the industry.
8It remains important for India to stay focused on tapping into the Iranian E&P sector at any cost
8This website foresees a potential business development market in Iran though the country, like Russia, is a difficult one to do business with for indigenous Indian equipment and service companies such as L&T an EIL.

India has not looked at methanol as an option to cater to some of its energy needs whereas China has made big strides in this direction.
8New uses for methanol -- such as methanol to olefins (MTO), bio-diesel, fuel blending, DME (as replacement for LPG) and as a marine fuel -- now account for 45% of total methanol consumption worldwide as against its traditional uses, which were to make acetic acid, formaldehyde, silicone and methyl methacrylate.
8Demand for methanol is now expected to outpace supply, with the biggest surge in demand expected out of China in the MTO segment.
8Methanol is primarily made from natural gas though a bio mass route is also a viable option. Low price of gas in relation to crude creates an incentive to make methanol. Energy applications emerged post 2008 when the ratio of oil $/bbl and natural gas $/mmbtu prices exceeded 15:1 (current ratio is 22:1).

Is anyone in India thinking of converting their ships into LNG propulsion?
8The website carries here an account of how that can be done.
8Cost of conversion is prohibitive though returns on investments can be positive
8There are massive design implications too
8Fueling will be a problem in India which has inadequate infrastructure
8But nevertheless it is a proposition worth giving some thought to, given that tightening of emission norms will hasten the move towards use of cleaner bunkering fuels.

Coal is still an affordable fuel for a developing country like India and even if it seems to currently be in a happy position with an increase in domestic supply and stagnant demand, projections show India as the largest contributor to incremental sea borne coal import demand up to the year 2030
8Sea borne thermal coal demand will continue to rise even as the Chinese appetite for coal slows down dramatically.
8Everyone speaks of a cut in E&P spending but global capital spending for coal declined 13% in 2015. In 2016, capital expenditure declined by 9% to $27 billion due to further projects push back.
8Coal prices have made a surprising recovery from around $40 in 2015 to over $100 pre tonne now.

Crude oil prices dropped for a third week in a month, as OPEC and its allies prepared to meet for a review of their production cuts, while swelling U.S. stockpiles indicated the measures are not working yet. U.S. supply glut and increased drilling activity continued to counter output cuts by OPEC and other producers. OPEC has indicated that will extend cuts if stockpiles are still above their 5-year average.
8In the crude market, VLCC rates in the AG dropped substantially after a relet VLCC that was ex dry dock fixed at well below market levels. First decade cargo volumes do not appear to be substantially lower, but sentiment turned sour. In May OPEC will meet to decide over the extension of supply cuts, but so far the first cut has not significantly affected cargo volumes yet.

Who says small private E&P players cannot make good money in India
8Focus Energy is one example, with its developments in Rajasthan, and HOEC is another in Assam
8HOEC is currently a favorite of industry watchers.
8The immediate focus is on monetizing its gas field in Assam, improving the recovery factor in Cambay marginal fields and reviving PY3 via integration of PY1 and PY3 fields. The company is also focused on building a portfolio of marginal fields – it won bids for two fields in the recently concluded Discovered Small Fields (DSF) round 2016.
8The company has drilled and completed four wells so far, and approval to drill two more have come for its Assam block. HOEC is constructing a 12” pipeline. It is expected to be completed by June 2017, with gas transmission capacity of 40mmscfd.
8More importantly, the company has a debt-free balance sheet with Rs 204 crore of cash and equivalents

Global trade in LNG went up by 18 MMT saw a robust 7.5% increase in 2016 after growing at an average annual growth rate of a mere 0.5% over the previous four years.
8Due to the slow ramp-up of several Australian projects, the combined new liquefaction capacity of 36 MT worldwide starting up in the course of the year, only added 18MT of actual new supply in 2016.
8Thanks in part to low spot prices and to a price sensitive LNG demand, Indian imports also jumped (+30%), reaching 19MT and confirming the
country’s rank of 4th largest LNG buyer worldwide.
8But a spatial distribution LNG flow map shows India's near complete dependence on Qatar for its LNG imports. Qatar is not doubt the world's largest supplier of LNG and its geographical proximity gives makes it a natural monopoly as far as India.
8Nevertheless, the other big importers such as China, Japan and South Korea have a far more diversified portfolio than India.
8Will this dependence on Qatar change in the future?

The petroleum ministry has not acted yet on a series of suggestions given by a Committee of DGH on measures to resolve differences between the government and operators in the implementation of the PSC.
8The committee had suggested a slew of measures
8The only suggestion that has been accepted so far is on the changing of the seat of arbitration to India.
8The government claims that Good International Petroleum Industry Practices have been codified and Guidelines for Site Restoration have been prepared to reduce ambiguity, thereby reducing the possibility of litigation.
8What the government says is that it is giving the operators as of now is an informal "Forum" within the ministry where they can go to resolve their issues relating to gas balancing and abandonment obligations and other problems.
8This is a non-transparent methodology, wherein industry representatives meet officials, ranging from deputy secretaries, joint secretaries and the secretary and perhaps the ministry to put forward their point of view
8Clearly an out-of-box solution eludes the government.

Over reporting of crude production is a typical ONGC phenomena

In a turning of tables, American energy cargoes have began flowing to importing countries in the Middle East
8The United States quietly began exporting natural gas to the Middle East, when two cargoes of shale gas liquefied at Cheniere Energy’s Sabine Pass terminal in Louisiana were exported to Kuwait. A third went to the United Arab Emirates. Jordan imported two more.
8This ought to sound odd as Kuwait and the UAE are two of the most petroleum-rich countries on earth, with a combined 12% of global oil and 4% of global gas reserves.
8They also sit in a region that holds more than 40% of global gas. Iran alone owns 18% of known reserves. Qatar has 13%.
8So why are these two countries importing shale gas all the way from America?

Excelerate Energy has worked out a deal to supply a a floating LNG terminal, which will be second FSRU, to the Pakistan market. The FRSU is expected to arrive in May, 2017
8Pakistan is now being dubbed as "one of the largest markets for LNG in the world".
8The company has also agreed to charter a 138,000m3 FSRU to import up to 3.5 million tonnes a year (mta) through Moheshkhali in Bangladesh.
8The company seems to have all kinds of solutions for a country's LNG needs.
8“If the customer has three years before they need to have an FSRU in service, they may go for a newbuild. If they need it in 18 months, a conversion is the solution. Or we can offer an existing vessel as a bridge. With Petrobras in Brazil, we offered a bridging vessel, then delivered a purpose-built vessel in 2014.” claims its chief executive Rob Bryngelson Click for more details. Details
Excelerate Energy's exuberance about Pakistan comes from a statement by state-owned Pakistan LNG that the countries imports could reach over 19.7 MMT by 2018, based on the potential installation of additional FSRUs.
8That a big capacity to install by Indian yardstick.
8However, the feasibility of employing this extra import capacity, however, is dependent on the speed with which pipeline infrastructure can be connected between LNG terminals in the south and major population and industrial centers in the country’s north.
8How could Pakistan move its LNG imports up so quickly in such a short period of time, considering that they have started importing only in 2015?
8Are there lessons to learn from Pakistan's example?

The disruptive potential of electrics cars and the implications of the fast-evolving digital economy on oil demand now rank among oil producers’ top concerns.
8Oil companies are also evaluating the energy demand implications of the so-called Fourth Industrial Revolution -- the digital economy -- as automation, robotics, big data and technologies such as 3-D printing gain ground. Some of the oil majors have recently started to model the impact of 3-D printing, also known as additive manufacturing, on future oil demand.
8Many technology watchers believe that an increasing number of applications will be found for 3-D printing, cutting overseas manufacturing and reducing the demand for freight.

India’s demand for fuel consecutively for the second month in a row, dropped by -2.8% in February this year. T
8The demand for all oil products dropped to 15.8 MMT from 16.3 MMT a year ago. On cumulative basis, a growth of 6.0% was registered for the period April 2016 - February 2017.
8Except for LPG, Naphtha, MS, LDO, ATF and ‘other’ products which recorded a positive growth all other products recorded a negative growth.
8However, SKO registered a major de-growth of -33.8 % during the month and -20.4% on cumulative basis, mainly because of reduced allocation to states and voluntary surrender of PDS SKO quota by some states.
8February 2016 was a leap year and hence this year the current month has one day less resulting in lower consumption.
8Interestingly enough, an official government report blamed demonetization for the slowdown in demand

Has India's LNG imports become somewhat price inelastic?
8A 16% rise in LNG imports at a time when spot prices were ruling high could well indicate a secular base level demand for LNG

Some startling facts are forcing the major shipping players and regulators to look at using LNG for ship bunkering.
The facts:
"A medium- to large-size container ship, running at 70% maximum power for one day using bunker fuel with 35,000 ppm (3.5%) sulphur, emits as much PM2.5 as the average of half a million new trucks in China, during that same day."
8"Ship emissions have significant human health and environmental costs. The majority (70%) of these emissions occur within 400 km of coastal communities – mainly in the coastal East Asia, South Asia, and Europe. Approximately 230 million people are exposed directly to these harmful emissions in the world’s top 100 ports."
8"Diesel PM or the soot in diesel exhaust is a carcinogen, designated by the World Health Organisation. These are tiny toxic particles consisting of roughly 40 different toxic air contaminants, 15 of which are carcinogenic. Some of these toxic chemicals can travel as far as 10,000 km via the PM in the air."
