Oil & Natural Gas Corp. Ltd. (ONGC) produces oil from the Western Offshore fields off the coast of Mumbai, India. Rather than decommission its fixed, jacket-type platforms dating back to the 1970s, ONGC opted to requalify the structures as fit for extended use.
8The $150-million project involved the structural assessment of more than 265 platforms, the majority of which had exceeded their 25-year design life. A foremost priority included the identification and delivery of strengthening and mitigation measures for 90% of these platforms, as well as the subsequent recertification necessary to meet industry safety requirements.
8The aim was to add 10-15 years to the structures’ lifespan.
8Studies conducted during the analyses included dent modeling, member-joint component strengthening, and additional pile modeling.
8Each requalification not only ensured uninterrupted oil production, but also avoided installation of a replacement platform at a net cost of $25 million.

Oil advanced for a seventh day in New York, the longest gain since December, on confidence Saudi Arabia will support an extension to OPEC-led output cuts just as U.S. stockpiles show signs of shrinking.
8Futures in New York were holding gains after rising 6.3 percent in the previous six sessions.
8Saudi Arabia is likely to back prolonging the curbs into the second half of 2017 in an effort to boost prices, according to a person familiar with the kingdom’s internal discussions. Several other countries, including Kuwait, have also expressed public support for an extension.

Even as Indian casing pipe manufacturers have emerged winners against their Chinese counterparts, the Union cabinet has cleared a policy that calls for public sector oil and gas companies to incorporate a compulsory local content caveat in their purchase policy.
8The Policy will be applicable for five years. A steering committee will be constituted to oversee implementation of the Policy and carry out annual review and recommend continuation of the policy from year to year basis.
8Under the Policy, the targets of Local Content (LC) will be stipulated for certain oil and gas business activities.
8The manufacturers/ service providers who meet the local content targets and whose quoted price is within 10% of the lowest valid price bid would be eligible for purchase preference for a stipulated portion of the purchase order on matching such price.

The LNG bunkering market in India as well as in Asia is gearing up for growth in the next two to three years. This is largely due to the implementation of stricter environmental regulations across the globe to improve the emissions performance of shipping companies.
8Although there are several compliant solutions for the industry, such as the use of exhaust gas cleaning systems (also known as scrubbers) and low sulphur marine fuels, LNG provides a more future-fit solution that is able to meet the new regulations because of its better emissions performance.
8Its zero sulphur content and relatively low levels of nitrogen oxides emitted mean that LNG outperforms any other conventional marine fuel on a local emissions basis, allowing the industry to be future-proofed against more demanding environmental regulations.
8The abundance in natural gas supply also makes LNG a more sustainable alternative fuel – according to some estimates, the reserves for natural gas can last much longer than the world’s oil reserves

8The terminal will cater to potential demand in the region, coming out of the refineries, petrochemical projects and fertilizer plants.
8Local city gas distribution demand is also expected to grow
8Two existing jetties will be used to berth LNG vessels of 10,000 to 50,000 cbm capacity. Equipments for handling of LNG need to be installed such as marine unloading arms, cryogenic pipelines etc. Modification of the jetties may be required for marine fixtures.
8Additional equipments and safety features will be installed on the jetty for handling LNG based on risk assessment
8Initial plan is to develop storage facilities of ~40,000 cbm at the allotted land.
8Bunkering facilities will also be developed
83 Road Gantry facilities of 8 bays each (total of 24 bays) are planned in phases based on demand. If initial expected demand is low, only 4 bays will be developed  initially and as demand increase more bays will be added to the terminal. For better utilization of terminal and to avoid congestion of truck parking area, it is proposed to have full day operation for the road gantry and required safety guidelines will be followed for night loading operation subject to getting required approvals from concerned authorities.

A prestigious internal journal has come to the conclusion that India's boost to exploration policy may in fact not pay off
8It says that India is pursuing a new policy to boost exploration and production, but there are doubts as to whether it will make much of a difference, given the country’s huge population, its rapidly growing economy and its relatively meager endowment of oil and gas resources.
8It quotes BP chief BP CEO Bob Dudley, who said that whole he was “very encouraged” by the new policy, he would like additional assurances from the government before making a decision on additional investment in gas resources off India’s eastern coast, where it is working with local partner Reliance Industries.
8Similarly, Sarah Ladislaw, director of the Energy and National Security Program at the Center for Strategic and International Studies in Washington, said the new HELP policy is likely to have only a modest impact at best.

After the OPEC deal to cut output, the Middle East crude has moved higher as the market priced in the prospect of cuts in term supply from OPEC producers.
8In the meantime, the narrow EFS spread and cheap freight has made long haul Brent related crude grades attractive to Asian refiners and this has led to a surge of Atlantic basin crudes making the voyage eastwards to refineries across Asia, ranging from China to Japan to Thailand and to India.
8Since the beginning of the year Asian refineries have been looking at a wider range of crudes to run as they seek to diversify their supplies and reduce the impact of OPEC related production cuts.
8Two of India's largest refiners, Reliance and state-owned Indian Oil Corp., have also been looking at Russian Urals crude as the key export grade shows signs of competing with some Middle Eastern sour barrels.
8Recently, IOC branched out and bought a 1 million-barrel cargo of the eastern Canadian Hibernia crude into its April-May tender. The cargo is only the second shipment of eastern Canadian crude to make the trip to India, with the previous one in November 2013.

8There is a good volume of interest among bidders for this job but ONGC itself is grappling with its complexity in this deepwater high pressure high temperature block.
8Non standard Pre Qualification Criteria and Bid Evaluation Criteria are being included, including a different kind of pricing structure and other general conditions of contract.
8Sources said that pre-qualification interactions with potential bidders have come up with a whole set of problems, including the fact that no one company in the world can bid for the combined work on its own strength.

8Reaching almost 30 percent of trade, trading activities will become very important too, and this would  require suppliers as well as some buyers to develop trading capabilities to service contracts while protecting and potentially enhancing value for themselves (e.g. an understanding of hedgeable instruments and derivative markets or of new derivative instruments such as location swaps).
8Shorter terms contracts reduce the risk of over-committing to purchases with uncertain demand. Reloading is an option, given more flexible LNG markets, but exposes the reseller to the risk of mismatches between long-term and spot prices. A bundle of contracts with different suppliers, periods and pricing bases can help, as can a greater role for intermediary trading companies who can manage demand risk across their portfolio.

The problem is that while sellers say a supply crunch is looming. Buyers say suppliers are out of touch with the changing times.
8The basic premise here is that the world has abundant reserves of gas and the supply crunch if at all it comes, cannot last for too long.
8There are many who believe that it is not just Qatar, Iran or Australia, who plans to overcome Qatar as the biggest supplier of LNG, which will bring in larger volumes of supply.
8It could well be the US, and some believe that US gas will sell for $3/mmbtu for the next two decades.
8They claim that at this point in the northeast of US, there is 20bn cubic feet per day of production that is mostly constrained by infrastructure and that is available at the wellhead at $1/m Btu or less.
8This should keep global gas prices down in the foreseeable future if President Trump agrees to free up the infrastructure constraints in the US.

The latest LNG production and demand data of Wood Mackenzie shows a massive upsurge in demand as supply tapers off
8The projection shows supply staying ahead of demand until 2022 but the gap reverses subsequently
8The projections are however based on existing ground realities which do not take into consideration projected plans
8Demand gets a boost as gas is used as cheaper feedstock for power producers and chemical manufacturers, and in transportation, heating and broader electrification.
8But there are other factors too that can impact gas prices that Mackenzie's projections have not taken into account.
8One such factor could be the elimination of the destination clause which could trigger 'a flurry' of unrestricted outbound cargoes from Japan that may push down LNG prices for as long as 5 years. About 80 percent of long-term LNG supply contracts between major Japanese and South Korean buyers and suppliers are estimated to include destination restriction clauses.
8New sources of supply can come in. Last week Qatar, still the world's biggest LNG exporter, said it would end its self-imposed moratorium on development of the North Field, adjacent to Iran's gigantic South Pars fields. Together with Iran, both these countries can upset the supply equation to the extent that the supply overhang projected now continues well into the next decade.
8If a dearth in supply is to emerge in the coming years, Qatar and perhaps Iran will be ready to help fill it, and fight for a share of the market.
8And in a world of abundant supply, the low-cost producers like Iran and Qatar will be in a preeminent position to wrestle the initiative.

ONGC has put together a new anti-forgery provision that may spell trouble for all suppliers of equipment and services to the E&P major
8The provision requires validation of all documents of a winning bidder.
8While that sounds fine, there is now going to be a draconian provision that all certificates issued by third parties will have to be stand validated by the original issuer within a given period of time.
8If he validation does not come through, even though it may be not be due to the fault of the winning bidder, the purchase order will stand cancelled.
