There is some suspicion in ONGC about the quality of new rigs which are now coming in from China.
8This is more so as the market is now getting to be increasingly dominated by Chinese rigs.
8In the tender for mobile rigs too, the rigs were meant to come in from China
8And all the Indian bidders were essentially sourcing their rigs from the same companies in China.
8The differential in the quoted prices between the bidders was essentially boiled down to the difference in internal margins and operating cost estimates of the bidders.
8Recent workover rigs from a Chinese company were found to be malfunctioning and filters have been put in place by the E&P major to keep such rigs out of India.

ONGC has decided to switch to what are called mobile rigs for well testing purposes instead of using ordinary drilling rigs.
8This was evident from a recent ONGC tender for production rigs.
8The point to note is that production rigs are different from the normal drilling rigs, and the latter are significantly more expensive.

ONGC had been trying for the last seven years to award a bunch of  Affluent Treatment Plants in Assam but without success until now.
8The ATPs were conceptualized in 2010 but the NOA was handed over only recently to the winning contractor.
8There are groups of ATPs that ONGC is seeking to build: one relates to the installation of a 3000 M3/day ETP cum Water Injection Plant (WIP) in Geleki and a 1000 M3/day pure ETP at Rudrasagar while the other is for two 300 M3 pre day ETP cum WIP at Borholla and Khoraghat.
8Each of these projects will also involve a 7-year O&M contract
8The first contract was awarded to UEM India but had to be cancelled due to non-performance and the second time around the lowest bid was found to be twice as high as the internal estimate for these plants.
8It is only the third time around, after revision of the internal estimate benchmark by a significant quantum, was ONGC able to zero in on the winning contractor.
8The North East is a difficult place to work in and the cost of the project is higher than if these ETPs were to be built in Gujarat or Rajamundry but nevertheless, the L-1 rate this time around creates a benchmark of sorts to be followed for similar ETPs around the country.

8He is a flow assurance specialist and his expertise is needed at this pre-FEED stage of the massive Rs 34,000 crore project.
8His job is to ensure a detailed framework for assurance of hydrocarbon flows and depending on his concepts, the entire sub sea architecture will be determined
8Sources said that the SURF and Sub Sea Production Sytem contractors in turn will be conducing these flow assurance studies and they will form the very basis on which chemicals will be pumped into the field to ensure a steady flow of gas and oil from the reservoir.

No where is the impact of the downturn felt more than in the offshore Platform supply vessels
8There was indeed a dramatic fleet increase for large PSVs and the market did have earlier an amazing ability to absorb new tonnage. However, those days were over in 2014.
8A significant fall in contracting was expected, but then the oil price slide in 2014 drove the nails into the coffin.
8Dayrates are now very low and a very large number of vessels are laid up.
8There is still also a significant orderbook where the big majority orders were placed at yards in China in 2012-2014. However, quite many of these PSVs will never be completed or make it to the market.
8Perhaps more than one third of the orderbook will be in this category. Many vessels are in fact built, completed in 2014-2015, but not delivered to owners who are struggling financially, some bankrupt.
8Thus, the vessel status is “On Order” in most public vessel registers, while the real status should rather be “Scrapped” or “Cancelled”. Many completed vessels are already in poor condition due to no inspection or maintenance, no ventilation, mold and rust.
8The condition will get worse in the course of the next few years and most ships will of course be very hard to sell.
8Charterers can now hire high-quality tonnage at a very low price.
8Thus, the outlook is best for new and efficient vessels. Older tonnage will often be ignored and vessels will be scrapped or removed from the market.
8Consolidation may improve future ordering discipline and allow some more scrapping but it will not be enough to address the current supply overhang. A lot of scrapping will be needed.

The following are the observations on the offshore E&P vessel supply market
Drilling
8The rig downturn is both supply and demand driven where we see a severe overcapacity for both shallow- and deepwater units. The day rates have plunged and the 2nd hand prices are extremely low. Rigs are coming off contracts and it is very difficult to secure new work. Scrapping and cold-stacking will increase further as the owners’ choice is costly class surveys or scrapping. Cold-stacking will often be synonymous with scrapping, indeed for veteran rigs. Some rig owners may loose more than 50% of their fleet. Thus, this will change fleet size ranking among rig companies.
8On the other side, low rig rates will also help oil companies to increase activity at some point. When contracts signed at peak levels disappear, oil companies are left with a totally different cost picture. That could lead to volume effects. However, companies will first need to believe in a higher future oil price. This is the key driver for drilling activity. Recovery will come eventually and mid-water rigs will most likely recover first. However, the number of new rigs to be ordered in the next five years will be very limited.

8With budgets being trimmed and with an intense pressure on costs, investment decisions are being deferred. Units are coming off contract and there are more idle FPSOs. However, the demand for floating production units is expected to increase and drilling is not a “bottle neck” anymore. Costs have dived. There are over 200 projects at different planning stages (IMA), but with wait-and-see tactics on projects. Expected future oil price is what really counts. The timing for when the projects will materialise is uncertain and there is a possible trend towards conversions rather than newbuilds. Thus, there is a challenge to evaluate number of newbuilds which will come up in the future, but improvement is expected from 2018 onwards where Brazil’s ability to order new units will be key. This market is also an important driver for subsea and other offshore support vessels.
Construction Support Vessels
8A massive build cycle has gone bust as most orders were on the on speculation. Many such projects now stand cancelled or postponed after the oil price slide. This has led to significant oversupply, downturn in charter rates and financial results. This has of course had a severe impact on the ordering of new ships.
8There is uncertainty around new awards of new projects, but strong demand growth towards 2020 and beyond is expected where field development will be the key driver. New large projects are not likely to commence before 2018, but another driver is also growth in installed base and inspection,maintenance and repair markets (IMR). In the current market environment, much IMR activity has been postponed and will need to come later.
8Adjacent markets, like offshore wind installation and support, will be of increasing importance.

The global offshore fleet consists of around 10,000 vessels across 30 vessel sub types with anchor handling tugs, platform supply vessels and crewboats representing more than half of this. These supply and service vessels are supporting over 1,000 drilling rigs and floating production units in exploration and production activity. In addition, there are over 1,000 offshore construction, crane, subsea support, pipelaying, inspection, maintenance, repair vessels in many shapes and sizes.
8But the industry is currently in doldrums and the newbuildings market is in shambles. In this context, predicting the future has become increasingly difficult.

The government has announced a domestic natural gas price of $ 2.48/mmbtu while the ceiling price for production from deepwater and HPHT areas have been pegged at $ 5.56/mmbtu for the April-September period.
8The price for September 2016-March, 2017 was $ 2.50/mmbtu and $ 5.30/mmbtu respectively, indicating that LNG prices, on which the deepwater and HPHT tag is benchmarked, are moving up at a higher pace than hub prices.
8There is general expectation that this price level will go up in the future.
8The forecast Henry Hub natural gas spot price is seen rising from an average of $3.03/MMBtu in 2017 to $3.45/MMBtu in 2018.
8NYMEX contract values for May 2017 delivery traded in March suggest that a range of $2.15/MMBtu to $3.82/MMBtu encompasses the market expectation for Henry Hub natural gas prices in May 2017 at the 95% confidence level.

GOL Offshore seems to have run into serious financial trouble subsequent to the downturn in the offshore vessel supply market
8The company's offshore platform supply vessel -- Malaviya Seven -- has been detained by the Scottish authorities on the request of the International Transport Workers' Assocaition for non-payment of salaries to its crew
8Authorities are now applying to a local court to sell off the vessel in order to pay off dues.
8A similar incident happened earlier with another of GOL's vessels -- Malaviya Seventeen -- before the vessel was eventually released

Chochin Shipyard Ltd's plans to build LNG vessels seems to be going nowhere after GAIL's attempt to get foreign builders to make one third of its requirement to import LNG from the Sabine Pass terminal did not come to fruition.
8The shipyard went ahead and signed up for a licence from GTT to build LNG ships using the containment system known as the Mark-III Technology
8Meanwhile, the shipyard is in the process of adding one more dry dock of size 310 x 75/60 x 13 M, which will enable it to undertake repairs of vessels like LNG carriers, semi-submersibles, jack up rigs, and drill ships.

One of the reasons why oil prices are not going up is also because the breakeven cost of oil and gas projects across all categories has come down sharply over the last three years.
8Crude produced from conventional South American blocks, most offshore blocks, as well as shale and tar sands were all above the $60/bbl mark three years ago.
8Three years down the line, the latest marginal supply curve data shows marginal shale oil production at significantly lower than the $ 60 mark. This explains why with the rise in prices, US shale oil rig count and production have started rising again.
8Bulk of offshore production is now well below the $60 mark with only a small segment above this level
8So near about 100% of global capacity is now near the $ 60 mark
8The breakeven of tar sands is now about $ 75-77, lower than what it was three years ago
