The government has taken the leap of faith and called for a 1000 MW offshore wind energy project in Gulf of Khambat, off the coast of Gujarat.
8The proposed area is located 23-40 km seaward side from Pipavav port.

8Till sometime ago, a diversification away from dirty fuels to clearer energy was stated to be an imperative for the oil & gas industry but on account of rising demand for fossil fuels, higher oil prices and the ascent of President Trump, the green drive has been put on the backburner.
8Eventually however, for oil & gas companies, given the compulsions of global warming and the determined effort towards decarbonization, there must always be a lookout for greener assets.

Supply and refurbishing cranes in ONGC platforms is big business and the it is riddled with all kinds of games.
8ONGC's attempts to get its large fleet of aging cranes refurbished has always been a controversial.
8There are critics who claim that buying new cranes is easier than refurbishing them. The company allows refurbishments if the cost is less than 75% of that of buying a new crane.
8Another controversial move is to allow these refurbishments on a nomination basis with the original equipment manufacturer.
8So the OEM ends up with a two fold advantage: It avoids going through an intensely competitive process to buy new cranes and it does good business extending the life of these cranes, which are usually for a period of 20 years. After a revamp, these can provide up to another 15 years of service.

8Negative emissions technology remains completely untested yet it is the basis on which emission projections are made by responsible research organizations around the world.
8Carbon Capture and Storage technology has now been found to be unworkable.
8Afforestation cannot take the load as even IEA's diluted emission standards will require building a forest cover in an area twice the size of India.
8So where does the world go from here?

The remaining carbon budgets associated with the Paris goals are now extremely small: at current rates of emissions, the 1.5 degree budget will be exhausted in eight years, and the 2 degree budget in nineteen years.
8The IEA has now been accused of accepting a mere 50 percent probability of success of achieving the climate goals and that too by assuming negative emissions technologies will
 be invented, and by assuming unrealistically low non-energy emissions
8The IEA therefore is alleged to be grossly understating the degree of change in energy systems needed to achieve the goals.
8Then again, contrary to the principle of Common but Differentiated Responsibilities, the IEA expects the majority of emissions reductions to occur in poor countries.
8This is both unjust and understates the needed cuts in IEA full member countries.
8For example,India is to cut its 2040 emissions by 46 percent, despite its pressing developmental needs, but the European Union by only 40 percent.

There is no denying the fact that in the midst of looking at immediate imperatives, oil & gas companies may end up ignoring the risks that climate change can entail.
8Even by projected New Policies Scenario (NPS) of the IEA, the quantum of emissions which will be let out would make the Paris goals unachievable, exhausting the carbon budget for the 1.5 degrees Celsius limit by 2022, and for a 2 degrees limit by 2034.
8The recommended upstream oil and gas investment by the IEA is USD 11.2 to 13.8 trillion over 2018 to 2040.
8Calculations show that between 78% to 96% of  this investment is incompatible with the Paris goals.
Clear risk
8The clear risk is that either this volume of investments makes the Paris goal unachievable. If the Paris emission goals are achieved, then the capital invested will be wasted, potentially leading to a massive economic crisis.
8Anyone with a 15 to 20-year horizon on the industry must not miss out on these risk factors.

The OSV market has seemingly stabilized, with global utilisation above 50%. This obviously varies between asset classes and regions, but even utilisation in the most supply riddled regions seem to have bottomed
8Whilst the rig count remains depressed, a general increase in offshore activity has been positive and OSV tender activity is slowly improving. This has yet to materialise in higher day rates, but with utilization stabilizing, but the worst seems to behind us
8Meanwhile, the PSV spot market is expected to be stronger during the summer and the rates for term PSV are increasing and are expected to increase further during the year.
8The AHTS market has been weak in the start of the year, but the number of rigs contracted for the summer is expected to increase the demand.
8In sum the PSV segment is showing signs of rebounding a littlet with AHTS expected to follow, hence a gradual recovery is expected.
8Due to the fact that the majority of the fleet currently in lay-up is out of class, an interesting question is whether all these stacked vessels will ever re-enter the market, due to high reactivation costs.
