Even as we build our project monitoring software, we are trying bring to our readers sample project information that our analysts are throwing up.
8The information is valuable as it is forward looking. It projects a future RFQ requirement along with all other project parameters

8But it looks like the Indian company brass did a fair amount of persuasion with the consortium partners so as to be finally taken in as a partner.
8There was also a feeling that an Indian company could leverage its relationships with ONGC to smoothen out creases, both at the time of the bidding and during the operation of the contract

Why is India buying Fuel Oil and Petcoke -- the world's dirtiest fuels -- in the world market?
8The reasons is because the world is awash with these fuels as more and more heavy oil is processed by refineries around the world
8The US is the largest producer and since regulations do not permit the use such fuel, it is exported to the rest of the world, including India.
8Today, the bulk of India’s imports come from the US – roughly 62 per cent. Another 24 per cent come from Saudi Arabia.
8China has been the largest importer but it has been putting the brakes on such imports of late
8However India is buying the world’s dirtiest fuel as if it has no worries of air pollution of our own.

The EPA has found evidence of illegal use of Fuel Oil in Delhi which is transferred in IOC tankers
8These tankers were reportedly filled in IOC's Panipat or RIL's Jamnagar refineries
8The EPA has now called for prosecution of dealers and transporters supplying illegally acquired fuel oil in the NCR
8The Authority has called for laying down clear rules for transportation of the both FO and Petcoke.
8Attempts are now on to curtail the free and unrestricted import of FO and Petcoke
8The EPC is of the view that enforcement must be stepped up but that will be difficult, unless there is a clear directive that explicitly bans the use of these fuels in Delhi.

A new ranking of top LNG suppliers in the world by 2020 shows Qatar Gas and RasGas trailing Shell.
8Qatar is trying to fight back by evincing interest in getting new LNG capacity to production within a limited timeline.
8The rest of the ranking shows Petronas as the big player
8Multinationals such as BP, Chevron and Total emerge only lower down the ladder
8The market looks bad at this juncture, with only 25% of volumes signed against new projects. What is more, of the 25 MMTPA of deals singed in 2016, about 65% were for 1 MMTPA or less.
8The outlook however, from the suppliers' point of view, is projected to be very bright from 2020 onwards
8The demand supply gap is seen to be widening from then on  and projects under construction will not be able to keep LNG prices from rising quickly.

The point of view from the terminal owner from the United States of America is that routing LNG cargoes to the Asian market is still a very viable proposition.
8And there is money to be made from it
8What underpins this confidence is fresh shale gas data that shows that a massive 800 TCF of gas is producible in the US at below $ 3.00/mmbtu. The estimated supply of this qunatum of gas at current rates of consumption is around 30 years.
8Another set of data that is being bandied says that the around 4000 TCF of gas is producible at $ 4.00/mmbtu. And this reserves figure continues to climb, with around 600 TCF added in the last five years alone.

The Daman development project was touted by the ONGC brass as the much needed fillip to ONGC's attempt to stem the natural decline in output in the gigantic Bassein field, which has been in production for the past 30 years.
8Peak gas output from the Daman development was pegged at 8 mmscmd
8First gas was meant for end 2016 but the outlook now is uncertain given that one of the key contractors of the project, Swiber Offshore of Singapore, which was meant to build the five drilling platforms and the subsequent tie-in of these installations in the Daman field, ended up filing for bankruptcy.
8ONGC has been desperately trying to get the project going with Swiber's sub contractors.
8It looks like the project will get delayed by at least two years if not more
And it is likely to cost ONGC an extra $ 150 million

8What was surprising however was the conclusion that there were big challenges looming ahead.
8The proliferation of renewable energy should ordinarily lead to the use of higher volumes of gas to fire base load power plants in the evening but coal fired power plants were seen to be doing the job in India
8Then again, the likely increase in the price of LNG would make gas usage in India more prone to uncertainty as coal could be a cheaper substitute.
8The study also did not see the use of coal diminishing in India as the Indian government was unlikely to factor in all the externalities involved in the use of coal anytime soon.
8Then again, the laying of a gas pipeline backbone was turning out to be difficult as cross country lines were costly and need government funding to plug the viability gap.
8Opposing views within different ministries handling the energy sector also did not help. The coal and power ministries were supportive of the domestic coal sector, aiming to more than double coal production to 1.5 billion tons by 2020, even though the ambitious build out seemed to be at odds with India’s carbon emission commitments
8So, even as the economy continued to gallop, how the use of gas in India was going to shape up in the future remained a big question mark

ONGC has now worked out the three-year drilling programme for two Dynamically Positioned (DP) rigs and one anchor-moored rigs for the KG-DWN-98/2 block and for accompanying exploratory drilling programme that is to follow along with the development plan.
8Progress on the acquisition of these rigs are going as per schedule and the work programme for these rigs have been drawn up.
8These rigs will require quite a bit of supplementary services and equipment, some of which can be provided by Indian suppliers.
8To that extent it is necessary to understand what kind of drilling and exploratory work these rigs are going to conduct in the KG Basin.
8The important point to note, according to well placed sources, is that ONGC will continue with its development as well as its exploratory drilling programme in the block.

Very well placed company and industry sources said that there was a surprise winner against the tender for a single  anchor moored 600 metre rig to drill a combination of development and drilling rigs in the KG-SWN-98/2 block.

GAIL seems to be in serious trouble over its LNG commitments from the US which are going to kick in from early next year.
8The original plan was to bring the gas to India because of huge arbitrage between Indian LNG prices and Henry Hub prices.
8The differentials have now significantly narrowed, so much so that LNG imports from the US to India is currently unviable given competition from LNG supplied from nearer home.
8US LNG cargoes are now targeting Europe instead
8But here again, predatory pricing by Russia of the gas sent to Europe by pipeline may well make US LNG unviable for supply.
