Tamil Nadu was once a good place to do business. Not any more. Consistent flouting of environmental norms by industrial units and a corrupt state machinery have shaken the faith of the people in the capacity of the industrial machine to deliver employment and sustainable growth. The Sterlite episode bring all of this into sharp relief. GAIL had once tried its usual method of riding roughshod over local concerns while building a pipeline network by moving the state and central bureaucracy to act in a hurry. The move ended in failure, with pipeline laying delayed well beyond what was envisaged earlier.
Another flashpoint in Tamil Nadu now is the agitation over ONGC's plans for a Rs 2000 crore development drilling programme involving 110 wells in the Thanjavur District of Tamil Nadu. Crude leakages from pipelines in the area have made the locals skeptical of ONGC's handling of its oil and gas operations in the state. There is mounting opposition to the development drilling programme now.
The company however continues to insist that RFQs will indeed come out soon though they have been delayed for now. Find out more

8Project Description: Oil And Natural Gas Corporation Limited's RFQs for the development drilling of 110 wells in Thanjavur District of Tamil Nadu are delayed on account of the ongoing protests going on against the programme. Recently a pipeline leakage case was reported in Thanjavur. The project also involves installation of an infield pipeline and a Central Processing facility having a capacity of 520 m3 per day. The block includes the fields of Adichapuram, Kizhvelur, Kanjirangudi, Palk Bay Shallow, Periyapattinam, Perungulam, Tiruvarur, Mattur, Nannilam, Narimanam, Adiyakkamangalam, Kuthalam, and Kali. The locations will be now be drilled by the third party based electrical type rigs. An EIA Consultant has already been hired for the project. Further RFQs are expected shortly.

8Project Description: The Promoter is planning to drill 06 exploratory wells. Four Exploratory wells  were drilled to complete the first phase exploration MWP. Out of the four wells, two wells had commercial Gas discoveries. Water depth of the 3D area in this block where wells are to be drilled falls within the range of 17m to 37m. The depth of wells will be between 2600 to 3000m. Existing chartered hired Rig is going to be used for the drilling activities. The Barmer chemical flooding plan will require high volumes of water that will be mixed with chemicals and pumped deep into the reservoir.

8Some of the water containing intentionally added chemicals returns to the surface and must be stored. treated, reused, or disposed of safely. 
8One of the highest risk pathways for water contamination of surface and ground water is through surface spills and leaks of this return water. 
8Management of water risks must be a core priority for Cairn given its aggressive polymer and ASP flooding programme..

The fact that people have died protesting against the Vedanta Group's plans to expand the copper smelting unit because it has been polluting ground water and causing ailments in the region needs to be taken seriously
8Focus needs to also shift to Cairn India's polymer flooding programme in Rajasthan's Barmer field, which is being touted as being the largest in the world. 
8The flooding involves pumping a massive 400,000 barrels of chemical laden fluid per day into the earth.
8This plan is only for the Mangla field but more chemical laden fluids will be pumped in when the EOR plan is extended to other fields in the block.
8The problem here is of disclosure. How safe is the flooding programme? 
8The toxic chemicals used in such operations have generated significant public concern and become a flashpoint for public controversy in the west. 
8These chemicals, if released into the environment, can have a range of harmful spinoffs based on their toxicity, mobility, solubility, volatility, and persistence. 
8Cairn must provide an undertaking to use “environmentally friendly” fluids and provide specifics that would allow other stakeholders to evaluate the effectiveness of these initiatives.
8US companies now ensure that diesel is completely eliminated from fluids that are pumped into the reservoirs. Can Cairn give such an undertaking?
8Then again, some environmentally friendly companies have taken out the suite of benzene, toluene, ethylbenzene, and xylene (BTEX) chemicals from injection fluids. Isn't it possible for Cairn to do so too?
8Some companies have begun employing chemical hazard rating systems for managing and reducing the toxicity of injection chemicals, can Cairn do it too?
8Companies such as BHP Billiton have reported that 81% of its injection fluids contain chemicals that satisfy its most demanding toxicity reduction criteria which exclude endocrine disruptors, known or suspected carcinogens, mutagens, reproductive toxicants, or US government listed “priority pollutants”. 
8Cairn India must take the initiative and start the process of doing this in India too .
8If not, then it is the job of the government to ensure that the massive amounts of chemicals pumped into the Barmer reservoirs are safe from the environment and human health point of view.  Details
