In an uncertain world,  energy pundits get the cushion to come up with all kind of theories.
8There is now a new argument that the increase in energy demand in emerging economies (in particular, in India, China and Africa) would prevent the displacement of oil and a subsequent decline in oil prices.
8In the forseeable future, the oil market will be completely transformed as the result of a technological revolution in transportation, the argument goes.
8The displacement of motor vehicles by electric vehicles would take away the special role oil has enjoyed over transportation since World War II. The elasticity of oil demand would increase as it would have to compete with coal, natural gas, nuclear and renewables on the energy market.
8Oil could become the new coal and oil prices could converge to the level of coal and natural gas,
8The paper provides a very credible argument to claim that the price of oil will be at $15/bbl at 2015 prices 20 years from now.Click on Report for more. Details
The most important aspect of this argument is that demand for oil will fall even when there is an increase in car ownership and higher energy offtake by developing countries.
8It is claimed that the same technological advancements which will allow for a fall in demand for oil in advanced countries will also work for developing countries, Just as new technology – such as mobile phones and smartphones – has been immediately embraced by rich and poor countries, cost effective technological changes such as the use of renewable energy and electric cars will also spread widely everywhere, leading to a decrease in the demand for fossil fuels, including oil.
8It has been seen that historically new cost effective technology is quickly put into work everywhere, and this time around too, it will not be an exception.Click on Report for more. Details
Even elatively cheap oil is no guarantee for the continuous use of conventional motor vehicles in emerging markets. Indeed, coal is still available and relatively cheap; yet steam boats and steam trains disappeared completely many decades ago.
8There are those who have expressed concerns about a possible “sailing-ship” effect sustaining the demand for fossil fuels. Just as sailing ships improved and managed to briefly compete in the face of steam power, the fall in oil prices may allow fossil fuels to continue to dominate temporarily.
8Lower oil prices might delay the energy transition mainly by depressing alternative fuel transportation penetration. Electric vehicle (EV) sales have indeed declined slightly with the 2014-2016 fall in oil price.
8But EV producers have cut their costs even faster. The car industry is about to reach a turning point in terms of cost of EVs relative to average income, similar to that of the Ford Model T a century ago.
8With comparable prices of electric and motor vehicles and much lower cost to charge and maintain an electric car compared to a motor vehicle, oil price would have to fall substantially to keep conventionalmotor vehicles economically competitive.
8Moreover, cost is not the only factor determining technological adoptions.
8For instance, coal was cheaper and more easily available than oil throughout the 1920s-1940s, and yet this did not prevent coal’s swift displacement.Click on Report for more.

The problem with renewal power has always been the fact that it is intermittent in nature. Solar power turns off at night and conventional coal or gas fired power must step in the plug the gap
8But the intermittency concerns might also be surmounted in the foreseeable future.
8Lithium-ion battery costs continue to fall, and alternatives to lithium-ion (flow batteries, solid lithium) also look promising.
8McKinsey projects that stationary storage prices will be halved by 2020, at roughly $200/kWh.37
8Combined with demand-response policies, a more interconnected grid, and complementary natural gas plants, this could effectively eliminate the intermittency problem.Click on Report for more. Details
The important point to note is that the transition that will end the primacy of oil is the support that it will elicit from governments around the world.
8Electrical vehicles replacing motor vehicles would meet the conditions to keep global temperature rise below 2°C.
8There is a strong rationale for coordinated government intervention to make this transition in transportation even swifter to combat the effects of climate change.
8And when it comes to oil and gas companies in India, the problem is what is the base price to take to calculate the IRR of their proposed investments.
8The $15/bbl price is projected about 20 years from now, but how will oil or gas prices behave in the interim period? That is the big question.
8It is clearly a tough decision to make, particularly for the RIL-BP combine. 8Should it go by the enthusiasm created by a rise in oil prices in the next few years or should it look at a longer term horizon?  Eventually, it will all depend upon what kind of investment payback period it is looking at
8For ONGC, the issue is already settled as the investments, now and in the next few years, are already committed in the KG Basin.
8One big advantage that both ONGC and RIL-BP will have is that the KG basin gas will enjoy a big premium over well head prices of similar discoveries around the world, because the gas price that they will solicit will be pegged to that of the delivered price of LNG in India.Click on Report for more. Increasingly, policy planners will need to look at India’s carbon footprint and how much emission is being attributed to different sources.
8The website carries here full details of emissions category wise in India.
8Emission trends are also denoted.
8Latest data shows that the primary source of emission is coal, which contributed 65% of all CO2 emissions. Petroleum products contributed 31% and natural gas contributed 4% of the total.

For referene purposes, the website carries here a report on explicit carbon-pricing options and levels that would induce the change in behaviors—particularly in those driving the investments in infrastructure, technology, and equipment—needed to deliver on the temperatureobjective of the Paris Agreement.
8The explicit carbon-price level consistent with achieving the Paris temperature target is at least US$40–80/tCO2 by 2020 and US$50–100/tCO2 by 2030, provided a supportive policy environment is in place, the report concludes.
8This is something that Indian oil companies may have to take into account while calculating their IRRs.Click on Report for more. Details
The last three years has been a golden period for public sector oil marketing companies (OMCs).
8The fall in crude prices led to a complete change in the fortunes of the sector, driven by:
-- Strong global GRMs (robust demand, lower product prices, delay in new refineries)
-- Petrochemical margins are above their 5-year average
-- Higher profits in marketing, owing to strong volumes and margins
--  Low oil subsidy, as interest cost fell 50-60% in the last three years
-- Inventory gains.
8These have led OMCs to report the highest-ever EBITDA and PAT in FY17.
8The OMCs’ story is intact till crude is below the USD 65/bbl but not beyond that

Indian Refineries will have a severe shortage of FO for bunkering purposes from 2018-19 onwards due to reduced production by refineries
8Refinieries will have to cooperate on product sharing to ease the burden.
8Import of FO will have to be resorted to for supply to customers. Cost shall be the key deciding factor in such an arragnement
8Indian refineries are also completely unprepared for production of 0.5% Sulphur FO for bunker use as per latest MARPOL guidelines which will come in force by 2020
8There will be a rising use of distilates in comparison to residual fuel and their prices are expected to shoot up as a conseqeuence.
8If Indian refineries are not prepard, import will be an extremely costly affair.
8The other way to comply will be through use of advanced onboard technologies, such as scrubbers exhaust gas recirculation, selective catalytic recovery or water injection, is going to cost money too as would be the use of alternative fuels such as LNG, methanol or biofuels.
8The only hope now lies in the relaxation of the 0.5% suphur stipulation and extending the date of compliance to 2025 from 2020, which seems to be a possibility.
Click on Reports to find out the extent of unpreparedness of the Indian refining sector to the ensuing revolution in bunker fuel use.

Projections on the extent and quatum of fossil fuel use in the future depend on which side you are representing.
8The perspective from those who are advocates of new technology is very different from those who are in the fossil fuel industry.
8Looking at it from the fossil fuel industry point of view, there is a continued increase in demand well into the forseeable future,  with most of the extra demand coming from developing countries.
8Even if renewable energy makes inroads and there are broad gians in energy efficiency, demand for fossil fuels will contine to grow
8Withint the mix however coal will play a less important role while gas will be the dominant fuel.
8Here are the key findings accordng to a new report:
8World energy consumption increases from 549 quadrillion Btu in 2012 to 629 quadrillion Btu in 2020 and then to 815 quadrillion Btu in 2040, a 48% increase (1.4%/year). Non-OECD Asia (including China and India) account for more than half of the increase.
8The industrial sector continues to account for the largest share of delivered energy consumption; the world industrial sector still consumes over half of global delivered energy in 2040.
8Renewable energy is the world’s fastest-growing energy source, increasing by 2.6%/year; nuclear energy grows by 2.3%/year, from 4% of the global total in 2012 to 6% in 2040.
8Fossil fuels continue to supply more than three-fourths of world energy use in 2040.
8By 2030, natural gas surpasses coal as the world’s second largest energy source while oil maintains its leading edge.
8Shale gas, tight gas and CBM will make up the bulk of gobal gas consumption

For reference purposes, the website carries here a reference cost curve of  ammonia (used largely to make urea) by using either gas or coal (in China).
8India’s cost curve is getting flatter on lower global LNG prices, but it continues to remain much higher than those of major ammonia producers in the world.
8In a cost plus subsidy driven industry, this is a sensitive subject as the government may switch to imports by shutting down domestic production if the differentials are wide.
8The indicative curve shows India is well above key producers in the Gulf, Russia, US and China.
8The advantage however that India seems to be  gaining is from lower cost of imported fertilizers.
8Urea prices have been falling for the last five years, and netbacks have been going now proportionately.
8How long this trend can continue remains a moot point and, when it ends, will prices remain flat or will we see a turnaround soon?
8There are signs that the downward slope is slowly coming to an end as volatility has tightened considerably in the past year. However, it is not clear if a quick turnaround will ensue.
8Another interesting trend is the falling dominance of Middle East producers in India’s urea imports and the rising dominance of the China and FSU.

GAIL seems to exude increased confidence on prospects from its uncompetitive US LNG commitments (starting March 2018).
8Of 5.8MMT US LNG, the company has already contracted supply of 1.5MMT (~1MMT via time swaps, 0.5MMT deal with Shell) and will additionally replace 3.5MMT of current spot LNG supply with US LNG, the company management claims.
8But whether that will be cost competitive remains a big questions
8Also, GAIL seems enthused by the potential to cater to 3MMTPA demand from commissioning of 5 fertiliser plants—2 to be commissioned by end 2018 and 3 by 2020.

Large Indian oil and gas companies will now have to start looking at the transition risk involved in India’s climate change commitments.
8The website carries here an internal metric, dubbed the Carbon PricingCorridors, that can be used by marketactors to help price the transition risk into investment decisions and benchmark low-carbon strategies.
8It can also be used not jut by companies but by the government too in setting its public procurment mechanisms.
8The impact of climate change transitions will emerge over time and their magnitude is uncertain.
8The idea seems to be to use scenario analysis -- a process of analyzing possible future events by considering alternative possible outcomes -- as a tool to assess potential of climate-related risks and opportunities.

Crude oil production in April was 2% lower than target and was lower than what was produced in the same month last year.
8Gas output is also significantly lower at 9.19% of the target though it was marginally higher than what it was for the same month last year.
8The big disappointment was the continued poor performance of the private and JV segment, with output down almost 18% over the pervioys year.
8Eventually the job of the government is to focus on pushing the country’s oil and gas output curve out.
8Everything else is peripherial

Engineers India Ltd (EIL) has been doing well of late. PAT is up and the return on networth is getting better.
8Importantly,  even though the LSTK segment has registered a lower turnover in 2016-17, its profit percentage is the same as the more dominant consultancy wing of the company.
8Its order book is swelling.
8The revival of the LSTK contract segment is good news, particularly when the bulk of its business comes from the oil and gas industry.
8he point to note however is that EIL is over depedependency of the consultancy segment on the oil and gas business, with orderscoming in mostly through the nomination route from the big public sector oil companies.
95% of EIL’s LSTK contracts come from domestic companies.s
8Its attempts to diversify into other segments or to outside of the country has not yielded great results so far.

While what we call "bearish narratives" carried the day in oil markets earlier this month, a compelling set of arguments are now being advanced why oil prices will hover at around $ 60/bbl as the summer progresses.
8Data seems to show that slowly but surely global oil supply and demand balances are tightening, inventories are falling and prices will be going up

Find out how Europen vehicular emission levels are providing a big boost to use of CNG in motor vehicles.
8The current limit is set as 130 grams of CO2 emitted per kilometer. The limit will drop to 95 grams of CO2/km by the year 2021.
8Car manufacturers will be forced to pay a heavy penalty if these emission limits are not adhered to.
8Find out how these changes have driven up the sale of CNG in Europe

Unlike in similar auctions in the past, gas prices quoted have remained within a tight set of numbers reflecting groud reality.
8Clearly the internal cost dynamics of the bidders came into play here.
8The bid price of power companies – on account of acute competitiion from a merit based system dominated by coal based power providers -- was significantly lower than that of petrochemical players.
8GAIL too put in a bid but was outbidded by others.
8
The website also carries here the contact numbers of bidders who gas suppliers can get in touch with.

The rise in input costs for oil firms due to GST paid on the procurement of plant, machinery and services will not be creditable against the excise duty and value added tax on crude oil, petrol and diesel.
8This would imply collective absorption of tax close to Rs 25000 crore by upstream and downstream oil companies, thus, increasing the compliance burden.
8Post the implementation of GST from July 1, 2017, all oil firms may have to comply with the old and new tax regime as majority of the products like crude oil, natural gas, petrol, diesel and jet fuel are excluded from GST whereas input cost components will come under GST.

The PNGRB was set up in 2007 at the behest of multilateral funding agencies through an act of Parliament as part of a large-scale restructuring of the petroleum industry.
8The law confers comprehensive powers on the board commensurate with the tasks assigned to it. But the regulator was compromised from the start, either deliberately or inadvertently, by acts of omission and commission by stakeholders.
8 “Foremost among them has been the Government of India whose attitude to independent regulation is the main determinant of the success or failure of the regulator,” a comprehensive research paper claims.
8But then there are others who argue that a regulator can only work in a mature market in which the needs of the entire population is already met.
8
In this context, is it then understandable why the government had nominated GAIL to expand India’s gas infrastructure with the offer of a substantial viability gap fund, as it goes to show that the “national champion” model is the only way forward for developing countries with sketchy and skewed infrastructure?

China’s independent but small refineries, also known as the “teapot refineries”, have come of age.
8Many of them have grown in size and sophistication and they have now cornered a quarter of the country’s production.
8The refinery utilization rates have been slowly going up. Their output has diversified.
8The rise of the teapot refineries have lead to a surge in exports.  Crude imports have gone up from non-traditional sources, thereby upsetting the otherwise carefully orchestrated crude buying matrix of the Chinese state owned companies.
8Is it possible to replicate the Chinese experience in India?
