Iran promises to be a big oil & gas as well as a petrochemical investor in the years ahead 8The proposed investment plans runs into hundreds of billions of dollars 8Should Indian companies make a foray into this undoubtedly risky market? 8Admittedly, the answer is "yes". 8The problem is that in Iran, teaming up with a local partner is a prerequisite. 8But how does one steer clear of risky partnerships? 8The website carries here a template and how to avoid the potholes on the road to Tehran Click on Reports for moreDetails
The Indian government seems to be worried about being caught off guard by the massive increase in POL demand in the country against the backdrop of a rapid advance of disruptive technologies such as the electric car 8As urbanization brings about a spurt in consumption of petrol and diesel, there is consternation in Shastri Bhavan over whether India will have adequate refining capacity to keep pace. 8Juxtaposed against this is the counter narrative of India going all electric with its motor vehicle fleet after 2030. 8"In these volatile times, estimating the demand for refinery capacity is fraught with uncertainty," a petroleum ministry source told this website. 8A refinery capacity assessment task force has been set up to estimate domestic POL demand and the concomitant capacity that will be needed to meet this demand. The oil & gas business seems to be in a sweet spot in India on account of the following indicators: 8ONGC has guided for a 10-15% annual growth in gas production over the next 3-4 years. 8RIL remains bullish on its refining margins and benefits from expansion in its core projects. 8While BPCL expects Kochi to be at 90% utilization in 4QFY18, IOC expects Paradip to operate at full utilization in 2QFY18. 8Gas companies continue to guide for volume growth, with IGL plugging for an 8-10% sustainable volume growth and MGL guiding for a tad lower but respectable 6-8% volume growth. 8GAIL will ramp up its PATA petrochem expansion in FY18. Japan is a big market for LNG and Japanese demand fluctuations can impact LNG prices across the world. 8There has been a persistent prediction that Japanese demand for LNG will shrink over time. 8A lot would depend on how the country's nuclear start-up plans pan out 8For now, demand seems to be going up Click on Reports for moreDetails
Gas consumption grew at a buoyant 7.50% in relation to the same month last year. 8Consumption went up 2.30% during April-July, 2017 8LNG imports grew 6.78% during the month, even though for the April-July period, imports this year were down 2.18%. 8Imports now make a bigger chunk of the total gas consumption in the fertilizer sector in relation to domestic gas. 8The proportion of LNG in city gas distribution is growing. 8But the big challenge is whether there will be a bouyant growth of LNG usage in power, industrial and the iron and steel industry. 8There is also the other side of the picture resulting from a sharp increase in domestic availability of gas beginning from 2018 8The growth story for LNG in India is more complex than in many other countries Click on Reports for moreDetails
Even as gas suppliers are optimistic about a brighter future, coal producers are also looking at tighter supplies even as demand has risen higher than was expected this year. 8The coal market is seen as rebalancing after years of over supply. 8The picture for coal is bright despite a recent ban on imports imposed in select Chinese ports. 8In the Indian subcontinent, imports saw a slow down in 2017-18 but will recover after 2018. 8Optimism on coal usage comes from a rash of new coal plants based on high efficiency and low emissions standards 8There is no denying the fact that coal remains the cheapest form of fuel for power generation in developing Asia. LNG players are increasingly adopting well-to-wire solutions as a way to develop captive demand in what is going to be an over supplied market. 8A company, for example, can own gas reserves in Equatorial Guinea and then proceed down the entire value chain to own a power plant in Brazil in what is called a gas to grid format 8Lower capex, higher efficiencies and a disconnect to Brent have left a large chunk of global LNG supply capable of being used as a cheap source of power generation, in comparison to diesel and heavy fuels. 8A rise in coal prices has meant that the differential between the average cost of electricity produced from coal and power has narrowed. 8The view from this side is that only 2.5% of global power generation is LNG fired, and there is a big opportunity to replace other forms of fuels in this segment. 8One assessment sees the current market potential as seven times bigger than what it is today. An epic battle coal vs. gas battle is going on in Bangladesh and the jury is till out on which side is winning. 8There are lessons for India in this battle. 8Bangladesh is perennially short in both coal and gas. Whether it is gas or coal, the cost of power is more expensive than it is in India. 8Coal apologists are pushing for a cleaner coal option for Bangladesh while LNG suppliers are rooting for gas based power. 8Power is ridden by massive subsidies in Bangladesh and the entire edifice can come down like a house of cards one day. 8Renewable power has not made the kind of inroads it has in India but if costs continue to fall, it can emerge as a competitor. 8Potential LNG plant owners are exposed to significant policy change risks in Bangladesh. With the slowdown in IT sector, one of India's biggest IT companies is looking at entering the upstream oil and gas market. 8It has come out with a range of products, from well delivery management to real time drilling data services to integrated upstream solutions. 8It claims to provide global models for seismic, borehole and well production data management, enabling savings of up to 30%. 8It claims to deploy industry leading geosciences software suites. 8The point to note however is that India's IT giants do not have the capacity to deliver in a manner suitable for the E&P industry. There has to be a far deeper integration of their IT capabilities with the upstream industry, and that is not happening as of now. The products currently offered are too general in nature and it will be a long time before they can compete with established companies in the business. 8One company which has been able to make a successful foray in oil & gas software suits is L&T as it was able to marry its ONGC driven E&P experience with its IT infrastructure. Even though global peers are seeing the possibility of an upturn, Indian oil & gas related shipping companies still see a gloomy picture ahead. 8According to them, there have been no signs of recovery in offshore E&P spending in Q2, 2017 They see the following trends: 8Drilling demand has been declining continuously since the peak in 2014 8With the Brent oil price showing signs of stabilization at lower levels, offshore E&P spending which had come off significantly since 2014 shows no signs of recovery yet. Q2CY2017 actual deliveries of new offshore E&P vessels have been far lower than scheduled. Due to bleak employment scenario owners have refrained from taking delivery. A lot of deliveries due in 2016 were pushed forward to 2017 and have not yet been delivered. Going forward slippage is expected to remain high. 8Asset utilization levels have come off significantly. For premium Jack ups, lack of contract renewals has resulted in utilization levels coming down from around 90% at the start of 2014 to about 60% as on date. 8In case of PSVs and AHTSVs more than half the fleet is either idle/stacked or working in spot market at a very low utilization. How LNG prices will behave in the medium term depends entirely on perspective. And the battle between those who believe that prices will remain depressed for longer and those who don't is fought almost on a daily basis. 8For now, sellers are more bullish and here are the arguments advanced by them: 8LNG importing countries growing to >100 by 2020: – Traditional exporters in market as buyers for domestic requirements eg Indonesia – New buyers emerging: Thailand, Singapore, Bangladesh, Vietnam, Pakistan, Philippines, Egypt, Jordan etc 8Significant additional supply required to replace expiring contracts in North Asian markets 8Key North Asian markets such as Korea and Taiwan prioritizing LNG over coal and nuclear. 8China environmental policies encouraging fuel switching 8LNG usage expanding (to merchant shipping, for example) 8FSRUs supporting demand growth, enabling faster delivery to markets 8Most commonly, LNG marketing is currently being increasingly undertaken on an equity sales basis Click on Reports to find out more

Among the other rationalization measures demanded from the government by E&P operators are: 8Extension of the time limit for written notification about the occurrence of a Force Majeure event 8More autonomy in the allocation of contiguous reserves in areas which are not part of contract areas of E&P operators under certain caveats. 8A better delineation of what constitutes a demonstrable delay. Land acquisition and Force Majeure conditions must be considered as excusable delays. And powers to approve such delays be vested with the DGH and not with the petroleum ministry 8Laborious procedures now in place for recovery of cost petroleum when there are differences with established benchmarks be done away with. 8Tax benefits under section 42 of the Income Tax Act be made available to all small and medium sized discovered fields during the extended period of contract 8A clarification be given on exploration operations to be allowed under all the PSCs after the Exploration Phases throughout the license period prospectively and that old cases will not be reopened.
