8Project Description: A Fertilizer Company is planning to reduce the energy consumption of its Ammonia and Urea units from 8.73 Gcal/MT to 8.40 Gcal/MT and 6.75 Gcal/MT to 6.45 Gcal/MT respectively. The capacity of the ammonia plant is 1045 MTPD and the urea capacity is 1000 MTPD.

8Project Name: Deothal Chanju Greenfield Hydroelectric Power Station
8Project Cost: Rs 274 + Rs 420 crore
8Project Description: Himachal Pradesh Power Corp. Ltd (HPPCL) is planning to construct a 30 MW (3*10 MW) plant, dubbed Deothal Chanju Hydroelectric Power Station, near village Dantoi in the Chamba district of Himachal Pradesh. Agence Francaise de Developpement (AFD), a French Development Agency has sanctioned a loan for this project in July 2017. Another 48 MW  (3*16 MW) hydel power plant is also being pushed by the French agency near the villages of Jakhla and Dantoi in the same district. At present DPRs are being prepared and geological survey and data collection are ongoing. RFQ for Civil Works, Hydro-Mechanical Package, Electrical Package and BoP are expected to be floated in mid-2018.

TOR has been granted on 24 January 2017, public hearing to be conducted in next 1-2 month after which the final EIA report will be submitted for Environment Clearance which will in all likelihood be acquired in the next 6-8 months. With the slowdown in IT sector, one of India's biggest IT companies is looking at entering the upstream oil and gas market.
8It has come out with a range of products, from well delivery management to real time drilling data services to integrated upstream solutions.
8It claims to provide global models for seismic, borehole and well production data management, enabling savings of up to 30%.
8It claims to deploy industry leading geosciences software suites.
8The point to note however is that India's IT giants do not have the capacity to deliver in a manner suitable for the E&P industry. There has to be a far deeper integration of their IT capabilities with the upstream industry, and that is not happening as of now. The products currently offered are too general in nature and it will be a long time before they can compete with established companies in the business.
8One company which has been able to make a successful foray in oil & gas software suits is L&T as it was able to marry its ONGC driven E&P experience with its IT infrastructure.

Even though global peers are seeing the possibility of an upturn, Indian oil & gas related shipping companies still see a gloomy picture ahead.
8According to them, there have been no signs of recovery in offshore E&P spending in Q2, 2017
 They see the following trends:
8Drilling demand has been declining continuously since the peak in 2014
8With the Brent oil price showing signs of stabilization at lower levels, offshore E&P spending which had come off significantly since 2014 shows no signs of recovery yet. Q2CY2017 actual deliveries of new offshore E&P vessels have been far lower than scheduled. Due to bleak employment scenario owners have refrained from taking delivery. A lot of deliveries due in 2016 were pushed forward to 2017 and have not yet been delivered. Going forward slippage is expected to remain high.
8Asset utilization levels have come off significantly. For premium Jack ups, lack of contract renewals has resulted in utilization levels coming down from around 90% at the start of 2014 to about 60% as on date.
8In case of PSVs and AHTSVs more than half the fleet is either idle/stacked or working in spot market at a very low utilization.

How LNG prices will behave in the medium term depends entirely on perspective. And the battle between those who believe that prices will remain depressed for longer and those who don't is fought almost on a daily basis.
8For now, sellers are more bullish and here are the arguments advanced by them:
8LNG importing countries growing to >100 by 2020:
 – Traditional exporters in market as buyers for domestic requirements eg Indonesia
 – New buyers emerging: Thailand, Singapore, Bangladesh, Vietnam, Pakistan, Philippines, Egypt, Jordan etc
8Significant additional supply required to replace expiring contracts in North Asian markets
8Key North Asian markets such as Korea and Taiwan prioritizing LNG over coal and nuclear.
8China environmental policies encouraging fuel switching
8LNG usage expanding (to merchant shipping, for example)
8FSRUs supporting demand growth, enabling faster delivery to markets
8Most commonly, LNG marketing is currently being increasingly undertaken on an equity sales basis

Among the other rationalization measures demanded from the government by E&P operators are:
8Extension of the time limit for written notification about the occurrence of a Force Majeure event
8More autonomy in the allocation of contiguous reserves in areas which are not part of contract areas of E&P operators under certain caveats.
8A better delineation of what constitutes a demonstrable delay.  Land acquisition and Force Majeure conditions must be considered as excusable delays. And powers to approve such delays be vested with the DGH and not with the petroleum ministry
8Laborious procedures now in place for recovery of cost petroleum when there are differences with established benchmarks be done away with.
8Tax benefits under section 42 of the Income Tax Act be made available to all small and medium sized discovered fields during the extended period of contract
8A clarification be given on exploration operations to be allowed under all the PSCs after the Exploration Phases throughout the license period prospectively and that old cases will not be reopened.

8Operators of all blocks have demanded that the government should relax the stringent provisions relating to calculation of liability when wells committed under the Minimum Work Programme are not drilled under the stipulated timeline. They have now asked for a specific time relaxation and want the new provision applied for both existing and past unsettled cases.

Operators of seven pre-NELP blocks have put together a proposal to the government to break the logjam over a rule that authorized the licensee, in this case ONGC, to pay royalty and cess on behalf of its joint venture partner.

Project Description: Himachal Pradesh Power Corporation Limited (HPPCL) is planning to construct a 191 MW (3*50.33 MW and 2*20 MW) hydroelectric power station at Thana Plaun in district Mandi of Himachal Pradesh. KfW, a German development financial institution has agreed to lend Rs 1700 crore to HPPCL for this project. At present, the public hearing is going on. EC is expected to be granted in mid-2018 and tenders shall be floated for Civil Works, Hydro-Mechanical package, Electrical Package and BoP. 
8The major requirement for this project are five Francis turbines, turbine auxiliaries (motors and control centres), radial gates, vertical lift gates, digital governor, switchgears, computerized control system, fire protection system, video surveillance, excitation system, butterfly valves, dynamic braking equipment, coupling, shaft, pipelines, power and control cables, DG sets, flow-meter, control system, cranes, synchronous turbine-generator and associated auxiliaries, draft-tubes, TBM (tunnel boring machine), main inlet valve (MIV), substation, transmission lines, transformers among others.

Damodar Valley Corporation (DVC) is set to steer clear from investing in any new projects this year. Lack of funds, irregular fuel supply and failure to sign reliable PPAs are among the main reasons behind DVC stalling new projects. Approx 3580 MW of thermal projects and 1000 MW of solar projects will have to shelved for better times hopefully. 
8The office of Executive Director (Projects) also confirmed that talks are underway for transferring projects from DVC to Neyveli Lignite Corporation India Ltd (NLC India). Other than new projects like the 1320 MW (2*660 MW) Raghunathpur TPS-II and two others, some running units are also under the scanner. According to the department, the deal is to be finalized by the end of this year.

TSGENCO is planning to hold an open-to-all, pre-bid meeting on the 24th of August, 2017 in Hyderabad for potential buyers of coal mill rejects from it's four thermal power stations:
8RTS- B (1x62.5 MW)
8KTPP I & II (1*500MW and 1*600MW respectively)
8KTPS O&M (4*60MW and 4*120 MW respectively)
8KTPS V & VI (2*250MW and 1*500MW respectively)
8The contract awarded shall hold good for one year and will not include the sale of fly ash. Based on latest technologies coal mill rejects can be used to run small thermal power plants which have fluidized bed type boiler. The generation capacities of such plants can be as high as 30MW. 
8Cement giants like La-Farge (Arasmeta) and Sagar Cements are setting up captive thermal power units of ~18 MW as it's more reliable and cost-efficient. Coal mill rejects can find use in such areas, thus creating a market for these rejects.

Major requirements are construction equipment such as cranes, TBM (tunnel boring machine), six Francic turbines, pressure shafts, six radial gates, turbine-generator, control equipment, substation, transmission lines among others. At present bidding is on for EIA consultant and Civil survey work (setting up permanent benchmarks). Geological surveys are to be conducted next.
