Twin attacks by way of demonetization and the imposition of GST have taken the wind out of POL consumption so far this year, according to a government study.
8Overall consumption grew a mere 1.1% in the month of July 2017. The demand for all oil products rose to 15.8 MMT during the month from 15.6 MMT a year ago.
8Between April-July, 2017, consumption limped up by 2.5%
8But interesting trends can be discerned from the available data: transportation fuels like petrol and diesel continued to grow but industrial fuels witnessed a slump
 LNG imports decline in July
8Consumption of gas went up in July but a combination of higher domestic production and depressed industrial demand meant that LNG imports were down.
8The outlook for LNG imports looks opaque when juxtaposed with the possibility of a sharp rise in domestic production when combined with lackluster industrial growth. Unless there is a step function increase in gas consumption, either by making it viable for gas based power plants or by banning dirty liquid fuels in industrial furnaces, the outlook for LNG will continue to be cloudy.

The demand for government support for the Iran-India undersea gas pipeline seems to be gaining momentum
8A powerful industry association has now extended support to the pipeline which will be capable of ferrying around 30 mmscmd of gas.
8The sponsors are now pushing the right buttons to enlist government support
8Eventually, it will need a deal at the governmental level between India and Iran
8After many years of hibernation, will the pipeline eventually see the light of day?

India's onland oil & gas assets have mostly been able to keep cost of production low enough to survive in a low price environment.
8These assets are therefore always of interest to potential buyers looking for long term oil and gas flows

ONGC has a strict rule of not indulging in parallel negotiations for rate contracts or for repair of equipment where an Original Equipment Manufacturer (OEM) is involved.
8A repair or a spare replacement is usually done through a single representative of the OEM.
8There are many reasons why ONGC does that, one of them being to strengthen its bargaining position with respect to the OEM.
8But the company decided to bypass the rule recently when it came to repairing of gas generators
8ONGC ended up signing two parallel contracts

Find out the economic rationale behind an LNG supplier's decision to embark on FEED for a new 8 MMTPA LNG terminal.

GAIL has been signing some time-swap and destination-swap deals to ease the burden of offtaking 5.8 MMTPA of annual LNG offtake from two US terminals.
8But the volumes are still very small and time periods of these swaps are very narrow as well
8Some of the recent swaps are for such small volumes that the company while announcing these deals have withheld the quantity involved.
8The hammer load of offtaking all of its LNG commitments in the US will eventually fall on the gas major as no major swapping deals have been arrived at so far.
8The gas major has been trying to renegotiate the $ 3/mmbtu processing charge for the Henry Hub priced gas offtake commitments but terminal operators in the US have turned down the offer to renegotiate.
8GAIL can either default on its commitment, which it is quite capable of, if push comes to shove, or take on the full blow of its losses from its US operations on its balance sheet
8Only time will tell how bad the situation is for GAIL
8Eventually someone will have to take the rap, but who will it be?

The sharp and rising price differential between CNG and its competing fuels such as petrol and diesel is likely to buoy margins of city gas distribution companies in the months ahead
8Government policies allow the CNG segment an assured domestic gas supply.
8Then again, CNG is cheaper by nearly 50% as compared to petrol and 30% in relation to diesel.
8More efficient turnaround time at filling stations and a higher rate of conversion of private vehicles are likely to keep volumes up going ahead.
8But the question is why is the government following two different pricing regime, one for gas which based on well head prices across the world, and another, for petrol and diesel, indexed to crude oil, to compete in the marketplace without adequate regulations?
8Has a time come to impose price caps on CNG given the highly subsidized gas is made available to this segment?

Recycled ship prices have jumped to the $400/LDT mark for India and Bangladesh delivery.
8Also for the first time in memory, bulker prices are as strong as tanker prices
8But high prices are likely to correct downwards going ahead as a severe downturn in the oil & gas drilling market has forced many offshore vessels to be scraped.
8An acceleration in the scrapping of tanker vessels will also bring about a fall in prices

Even though crude oil demand has been buoyant, an increase in shipping capacity is holding down tanker rates.
8In the first half of 2017, VLCC rates were down 25%
8For other types of tankers, the rates wete down anywhere between 18 to 25%
8Impacted by dropping rates and rising fuel prices, daily revenues are down anywhere between 45 to 60% for shipping companies.
LNG vessels market: More vessels puts pressure on rates but sentiments likely to improve
8At the end of 2016, there were a total of 478 LNG vessels in operation around the world. During the first half of 2017, the fleet size has expanded to over 500 LNG vessels, creating certain level of pressure on the balance of demand and supply.
8The LNG market however is expected to tighten up in the next 18 months by the time GAIL fully hits the market with its US LNG cargoes.

The first phase of gas production from Oman's giant Khazzan-Makarem field will tap reserves of 10.5 TCF and will go on stream from end 2017.
8Combined plateau production from Phases 1 and 2 is expected to total approximately 1.5 billion cubic feet per day (Bcf/d), equivalent to about 40% of Oman’s current total domestic gas production.
8This project will involve the construction of a three-train central processing facility with associated gathering and export systems and drilling about 325 wells over a 15-year period.
8The start-up of the Khazzan tight gas field will significantly ease the pressure on Oman’s natural gas supplies and will have an impact on the global gas demand-supply paradigm.

Power grids operators around the world have been experiencing challenges in operating the grid with increasing penetration of Variable Generation (VG) sources like Solar PV and Wind.
8Variability in one form of generation must always be compensated with other forms of generation at all times to ensure grid stability.
8Diurnal variability has now been introduced into the Indian power grid and the consequent increase in ramping requirements due to the 175GW by 2022 renewable energy target enunciated by the Government of India.
8An interesting analysis looks at ramping requirements over 3 potential renewable energy penetration levels on the grid by the year 2027.
8Nine separate solution alternatives are created using Coal, Natural Gas and Renewable & Emerging technologies as solution options to meet the identified ramping needs.
8Energy-mix and carbon prices are calculated for each of the solution scenarios and compared with the baseline scenario computed from the Intended Nationally determined Contribution (INDC) adopted by India in COP22.
8The conclusion is that the most energy cost and carbon price efficient paths for India to integrate ambitious RE capacity into India’s power grid would be to convert and operate existing coal plants as peak plants instead of as base load plants.

The falling price of renewable energy has now brought into question the very viability of thermal power plants in India.
8Buti in a superbly argued analysis, Arvind Subramanium, India's Chief Economic Adviser, has claimed that India should not succumb to western pressure, in what he calls "carbon imperialism",  to phase out coal based power plants as there is a huge social and economic cost to doing it.
8What is more while renewable power may eventually substitute conventional power, currently, if all the externalities involved with renewable power are taken into account, and Subramanium has listed out all of them, coal will remain a viable fuel for some more time to come.
8What is more coal is predominantly located in the poor, eastern hinderland of India and the industry sustains the livelihoods of millions of people involved with the industry and this fact too must be factored into the pricing of alternative renewable energy as also the social and economic cost of stranded coal and power assets.
8He has postulated that subsidizing renewables at a time when its social costs are above those of coal seems a double whammy for government which then also has to pick up the tab for the resulting stranded assets.

A new generation of nuclear reactors is now being propounded using the Internet of Things wherein paradigm where small capacity base load units are added incrementally on base-load mode, complementing the intermittent nature of the renewable sources.
8It is now possible to adopt a fail-safe design with a reactor core possessing an infinite multiplication factor of unity. It's underlying analytical and numerical solutions for a molten salt fuel in cylindrical geometry is presented. The solutions result in a favorable flat neutron flux and power distribution in the core region. The introduction of load-following and the use of dissociating gases are also discussed.
8The other introduced innovations in small size units are the use of liquid fuels as a replacement of solid ones, and operation at low pressure using molten salts.
8These small units can be used for water dissociation into hydrogen as a future transportation system energy carrier, and for agro-industrial complexes and fresh water supplies for arid regions of the globe.

The Very Large Gas Carriers (VLGC) market for transportation of LPG within Indian waters is attracting big international players
8This is evident from one such company writing a JV to cater exclusively for such transportation needs.
8The JV will begin with 2 VLGC vessels and is meant to be operational by the end of this year
8The market for transportation within Indian waters remains competitive even as global VLGC rates are down and now just cover opex for most ship owners.
8Seaborne LPG trade contracted in Q2 2017 as strong Chinese import growth was offset by double-digit declines in Indian and Korean imports.

In July, the average Henry Hub natural gas spot price was $2.98/mmbtu, about the same as in June.
8Based on higher natural gas exports and growing domestic natural gas consumption, projections are that in 2018, the spot price will rise from an annual average of $3.06/MMBtu in 2017 to $3.29/MMBtu.
8But volatility is possible.
8The projection notwithstanding, NYMEX contract values even for December 2017 delivery that traded during the five-day period ending August 3 suggest a range of $2.17/MMBtu to $4.48/MMBtu.

A new method of pricing Basra crude from Iraq using the monthly average of DME Oman futures two months before the oil loads has not gone down well with Indian refiners.
8Other Middle East producers like Saudi Arabia, Kuwait and Iran price their oils one month before loading.
8This means Iraqi crude loading in October would be priced off DME’s futures contracts in August.
8This poses a risk to Indian buyers, who would only be notified by mid-September whether they had successfully bid for a cargo, making it hard for them to hedge against price changes in advance.
