Clearly the rebalancing of the crude oil market, where demand and supply balance out as stocks come down, is not going to happen in 2017.
8How about 2018?
8There are contrary forces pulling in different directions.
8Falling US supply kicks off the rebalancing act but won’t finish it. Recent hedging activity helps US producers become increasingly price agnostic.
8But the bottom view is that the over arching theme of slowing investment in costly multi-year cycle projects has planted the seeds for a sustainable push higher given that the commissioning of short cycle, steep decline projects will be insufficient to offset supply disruptions alongside natural declines.
8The lack of commissioning of additional high cost, low decline projects like the oil sands or deepwater projects will steepen the global production decline rates as the market moves towards a supply gap later in the decade.
8But for our readers, it is always more prudent to take all such analysis with a pinch of salt

8QTD Singapore benchmark margins are quoting at record highs of USD7.8/bbl gaining from global tailwinds.
8Disruption in the US Gulf coast refineries due to the fury of Hurricane Harvey would likely benefit Indian refiners.
8The region, which constitutes ~45% of USA’s refining capacity, has seen capacity shutdowns of ~1mnbbl/d, with an additional ~1mnbbl/d shutdowns expected going ahead (~3% of global refining capacity).
8Consequently, US gasoline cracks have surged to ~USD24/bbl, 2x recent levels.
8Gasoline represents ~12-15% of India’s refining slate (second largest component).
8Overall, the expectation is that export major, RIL as well as OMCs will be among the major beneficiaries of the trend.

EIL has muscled into the fertilizer sector by picking up an participation in Revival of the Rs 6000 crore Ramagundam fertiliser project along with NFL and FCI
8The engineering major is executing this project on EPCM Mode.
8Substantial progress in engineering and ordering has been achieved after receipt of the process design packages from the process licensors.
8Major engineering activities have been completed and critical packages have been awarded.
8Site activities have already started and civil works are in full swing.
8The project is slated for completion in FY 2018-19.
8The problem, however, is how EIL will not garner further orders in a spate of government sponsored fertilizer projects which are coming up.
8This is a new segment for EIL and there are established EPCM contractors already firmly entrenched

Global oil major Royal Dutch Shell says that India may see at least six-fold growth in the Indian gas market by 2030 from the current levels. It adds that LNG may be the largest contributor to it.
8The IEA sees India as the LNG market to watch. IEA predicts that India’s energy demand will increase to two and a half times its current level by 2040, becoming “the engine for global energy demand growth”, reflecting rapid economic growth, current low per capita energy use and a growing population.

8Project Description: The owner along with the consultant is writing out the DPR for scoping environment clearance for a 1000 MW (4*250 MW) hydroelectric greenfield project. TOR extension has been granted. DPR preparation and detailed investigation are under process. Socio-economic survey, public hearing and property survey are getting delayed due to non-cooperation by villagers in the project area. After preparation of EIA/EMP report it will be submitted for appraisal to the EAC. Environment Clearance has to be elicited within 5-6 months before the TOR deadline is over.
8Major equipment that will be required will be four Francis Turbine, Radial gates, turbine-generator sets and associated auxiliaries, transformers, butterfly valves, turbine auxiliaries, governors with auxiliaries, cables, bus ducts and terminal equipment, EOT cranes, shaft and bearing, couplings, vibration control system, girders, tunnel boring machine, powerhouse equipment, among others.

8Project Description: Owner is planning to construct a 330 MW (3*110 MW) hydroelectric power station. Investigations for DPR preparation is underway at present. A requirement for AWS (Atmospheric Weather Station) and RGS (Rain Gauge Station) had been floated in May 2017. RFQs for Geological Surveys are expected shortly.
The major requirement will be drilling (geological S&I), gantry cranes, EOT cranes, tunnel boring machines (TBM), three Francis turbines, turbine generators, governors, radial gates, hoists, vertical lift gates, MIS valves, transmission lines, substation, control units, cables among others.

Moving forward, ONGC has also identified around 48 discoveries for which conceptualisation, technical due-diligence and investment proposals have started taking shape and which are likely to get approval and roll out in two years’ time. This, however, does not form part of expected volumes targets of 2021-22
8The discoveries will be moved ahead through 16 development schemes in offshore areas and 3 schemes onland with a cumulative volume of around 5 MMT of oil and 114 BCM of gas (subjected to further corrections)
8The plans are to look at the upside potentials of Heera, Neelam, B-173A, B-22 cluster, B-193 C cluster fields, development of GK-28/42 field, additional development of North Tapti field and development of the SD-1 fields in the western offshore areas
8This plan also includes pushing ahead, as mentioned above, with the KG-DWN-98/2 Cluster-III, KG-OSN-2004/1 & GS-49/-2 and the Vaitneteyam field in eastern offshore areas
8On the onland side, the development of Chintallpalli, Medapadu, Manepalli and Ghotaru fields as also the  2nd phase redevelopment of Nagayalanka field and polymer flooding in Bechrajee are on the cards.

A lot of very quick activity is expected in the next three years to monetize as many discoveries as possible.
8The scale is going to be large and it will move in several fronts
8The idea is to push gas production from around 25 BCM in 2017-18 to as much as 42.5 BCM in the peak years of 2022 to 2025.
8And that will mean contracting worth a lot more than the $ 5 billion earmarked for Cluster-II discoveries in KG-DWN-98/2
8Oil production too is expected to go up in this period but not as much as the step up in gas output.
8A similar, albeit slightly less, ramp up is expected from the RIL-BP duo too out of its KG Basin discoveries.
8Together it will be a formidable flow of gas if not oil beginning from 2020 and going right through the first half of the 2020s..
8LNG suppliers will have to keep this dynamic in mind while planning out their strategies

8ONGC is now pursuing EOR in the carbonate reservoir of Mumbai High field through low salinity water flooding techniques.
8The point to note is that worldwide EOR techniques in carbonate reservoir has not met much success but it is to be tried out in Mumbai High
8ONGC claims to be continuously “rebooting” its knowledge and processes to exploit new technologies

The really big challenge is to be able to develop the ultra deepwater Cluster-III discovery in the KG-DWN-98/2.
8Cluster III is predominantly a gas field located about 150 kms from the shore in water depths varying from 2500 – 2850m with ultimate recoverable of 76.91 BCM and a peak production of 19.5MMSCMD.
8Already brainstorming sessions with various global service providers for identifying development options for this ultra-deep water field have taken place
8ONGC is determined to push ahead with plans for commencing production from this field around 2022.
8So RFQs are expected next year for consultants and domain experts to look at a development infrastructure

Development of other discoveries in KG offshore such as KG-DWN-98/2 (Cluster-I & III fields), GS-49 and GS-29, G-4-6 fields, shallow water NELP block KG-OSN-2004/1, among others, are under various stages of appraisal or approval for development.
8Currently contracting is on for Cluster-II of the KG-DWN-98/2. The price tag is $ 5 billion.
8The Cluster-II project is meant to deliver as much as as 23.526 MMT of oil and 50.7 BCM of gas by 2034-35.
8Cluster I of the same block is planned for integrated development along with adjoining PEL block GS-29. With ultimate recoverables of 10.83 BCM of gas and 2.43MMm3 of oil, a peak production of 3 MMSCMD and 9450 BOPD is expected.
8Actions for preparation of field development plan are in progress and the RFQ process is going to begin next year with envisaged production from 2021.
