DPR is in advanced stages of completion except socio-economic survey, public hearing and EIA report are pending which would take another 9 to 10 months for completion. Wildlife Clearance is also awaiting. The owner will come out with an EPC contract after getting EC.

Bidders have rejected an ONGC conditionality of a premium on the gas price from its Eastern Offshore fields should the government decide the dismantle the current ceiling pricing regime for deepwater gas.

The fact that the world is moving away from long term contracts is going to make it difficult for ONGC as well as RIL-BP to find terms buyers for its gas, particularly if gas supplies exceed demand.
8The best indicator of buyers shunning long term contracts is available from current LNG global contract data.
8LNG contract sales declined to 5.7MMt in 1H 2017, a new record low in the past eight years. It was less than half of the volumes sold over the same period in 2016, indicating a very challenging market for LNG sellers.
8Even interests in short-term contracts (1-4 years) diminished as buyers expect abundant availability of cheap spot LNG cargos over the next few years due to imminent oversupply and soft oil prices.
8Portfolio suppliers are now stepping in, and grabbing term contracts instead of bulk suppliers as they have far greater flexibility.

In what might be bad news for producers of gas in the KG Basin, the latest projections are that LNG prices are unlikely to see an upturn until at least 2025.
8By 2025, demand will catch up with supply overcapacity.
8But them again, a chance of experiencing the previously-expected supply shortage post-2025 is fading as Qatar has decided to add 30MMtpa of supply in the market by then.
8That will balance the market and prevent spot LNG prices from going very high.

Has India gone into a complete demand slump as far as the appetite for gas is concerned?

 High drama marked the processing of a critical contract that will critically determine whether the Daman development project that is meant to produce a peak gas flow of 8 mmscmd of gas.
8Daman is meant to go on stream from May, 2018.
8Well placed ONGC sources toldt this website that the company brass has decided to debar one of the two bidders in a crucial high value contract -- involving the  transportation, installation, hook-up, pre-commissioning and commissioning of five platforms, five pipeline segments as well as topside modification of the TCPP/TPP platforms and other balance work -- from participating in the tender.

Setting up captive LNG liquefaction terminals seems to be the way to go when gas offtake is stymied by lack of demand and infrastructure.
8Earlier, the plans were to supply LNG to the power sector but the economics have turned negative with the advent of cheap solar and wind power and the ability to use coal-fired stations as peal load units.
8Setting up captive fertilizer units is the new idea, as India has a big appetite for fertilizers and the returns are protected through a cost-plus retention regime.
8A new ammonia-urea complex is coming up with a requirement of 5.6 mmscmd of LNG to be supplied through a FSRU.
8Cost of the complex will be a massive Rs 9000 crore and will include a 300 MW captive power plant, along with a sulphuric acid, phosphoric acid, DAP and NPK fertilizer units
8The owners are an experienced business group and know what it is going.

There seems to be a shift away from placing fertilizer plants near domestic pipeline networks in the demand hinterland to near the coast, complemented by an FSRU.
8The logic is based on the pricing of gas. Since all incremental gas will be offshore and deepwater, the pricing of domestic gas will eventually be indexed to landed LNG prices.
8Instead of bearing additional pipeline tariffs and marketing margins from gas suppliers such as GAIL, it is a better idea to move a fertilizer unit to the coast, to be supplied directly by a medium to small sized FRSU.
8The middleman, which is the monopoly gas supplier, is cut out of the deal entirely as a result.
8Here is one example of how a unit was shifted away to the coast.
8What is more, fertilizer producers are increasingly looking at non-controlled fertilizers such as DAP and NPK instead of urea, for which India has a growing appetite as the fertilizer usage matrices move away from its bias towards low cost urea
