8Project Description: The developer along with the consultant is carrying out the DPR activities for the environment clearance for a 680 MW (4*170 MW) greenfield hydel power project. TOR was accorded on 5 June 2014, and after its expiry, the TOR was extended on 26 May 2017. Three seasons baseline data for EIA report has been collected. Clearance from CWC, GSI and CSMRS has been obtained.The project is getting delayed due to heavy rains, as it makes the site inaccessible for long periods due to which investigation work was stalled several times. However, DPR has been submitted to CEA for techno-economic clearance. The SIA study for R&R plan is also ongoing. Environment Clearance is likely to be elicited by Q4 2018. The developer will come out with an EPC contract package.

The gas market is India continues to remain badly under-analyzed.
8The price differentials between all types of substitutable fuels and LNG as well as domestic gas remain not well understood.
8Fuel switching between LNG, ethane and LNG, or between dirty fuels such as petroleum coke and LNG is a phenomenon that gas suppliers do not adequate attention to.

The global oil & gas markets have become more volatile and consequently demand-supply and price projections are also changing every quarter.
8For some, this is the season to be bullish on the oil & gas sector, particularly LNG.
8The current thinking is that new LNG supply in 2016 and 2017 is being absorbed by the market and LNG is not in oversupply. This is reportedly evident from the fact that LNG spot prices are up in 2017, breaking a two year trend.
8Then again, European storage is viewed as the dumping ground for any surplus LNG cargos but fresh data shows that storage withdrawals have been higher, implying there is no excess LNG in the market.
8Floating Storage Regasification Units have moved beyond small new country markets and into expanding bigger demand markets, such as Pakistan and Bangladesh. thereby enlarging the market for LNG.
8The big changer is the increased demand for gas from China which plans to increase natural gas to 10% of its energy mix.
8If demand indeed catches up with supply, the price of LNG is likely to remain high and this will have implications for the power sector.

Latest projections are now showing that gas based power plants can only be viable with an adequate carbon tax on emissions.
8The levelized tariffs of high efficiency gas turbines in Asia can match coal based power but only with a hefty carbon tax.
8But even with such a tax, if the current global demand-supply gap evaporates, the landed price of LNG is likely to shoot up, making gas-fired power unviable.
8The government is now thinking of bundling gas based generation with renewable power, as was evident from the Petroleum Minister speech at the CERA conference this week.
8But for that to be viable, concerted government action will be needed.

8Similarly, ONGC is likely to score higher on account of a likely uptick in oil production after years of stagnation and a 10-15% annual increase in gas output over the next five years.

In the last season, projections were that the LNG over supply situation will continue till 2025
8This season, the projections are that demand will match supply by 2021-22.
8Such a development can be nothing but bad news for the gas-based power sector. If LNG prices move up, the price of LNG dependent gas based power will go even higher in the merit order power market in India, making it that much more difficult to get the current stranded capacity restarted. The fact that coal based power plants can be retrofitted to act as low base load and peaking stations is a detriment already but higher price of gas will kill the hope for a revival of stranded gas based power projects in the country.
8The shifts in projections are triggered through a subtle release of data led by the biggest LNG suppliers in the world, and among them are Shell, Exxon-Mobil, BP and Total.
8Research agencies crunch the fresh data and then help bring about a change in sentiment.
8BP, for example, has an inordinate amount of clout with Cambridge Energy Research Associates (CERA), one of the world's best recognized research outfits in the oil & gas sector, based out of Oxford, not far from BP's headquarters. CERA works with IHS, the world's largest consulting company, and the two together form a formidable "intellectual force" and a dissemination point that triggers off a chain of supporting reports which eventually impacts sentiments, policies and prices.
8Some years ago, CERA was funded by BP to bring out a report on the Indian oil & gas sector wherein it drew up a road map of how big investments can make India nearly self sufficient in gas. The story, however, turned out to be different. While investments are pumped into the KG Basin, there aren't enough reserves, unlike what CERA had projected, to absorb funds beyond a point. 
8The usual modus operandi of Big Research is to push a lot of information upfront to dazzle the audience. No one does the assessment of all they said a year later when the ground reality is different.  For then it is time for another set of new data points to emerge. The razzle-dazzle continues in what is a seemingly unending cycle.
8Big bang events like the one hosted in India by CERA this week is nothing but a lot of razzmatazz put together by Big Oil, Big Research and Big Government.
8The oil and gas sector is, sometimes, full of sound and fury, signifying nothing.

Earlier this year, the owner had floated an EOI, inviting private players to form a JV with it, for executing this project but no one has been selected yet. The company is expected to float RFQs for major hydro-mechanical equipment (i.e turbine-generator) in 2019.
