Is ONGC making a mistake by lowering the threshold limits for a new Owner’s Management Consultant (OMC) which will provide Management Consultancy Services for its KG-DWN-98/2 block?
8According to this website, the answer is, "yes".
8The project involves the use of subsea completions, FPSOs, SURF (Subsea Umbilical, Risers & Flow lines), among other complex facilities.
8The threshold qualifying turnover limit has been kept at a mere Rs 7 crore and the experience criterion too has been pegged at a low level.
8In the EOI seeking prequalification of bidders, it is already noticed that a clutch of Indian general management consultancy companies such as KPMG, E&Y and PWC -- which have come to monopolize the Indian oil & gas management consultancy business -- have qualified.
8The problem now is that these consultancies will "game" the bidding process, by quoting low to keep the big boys of the global oil and gas consultancy companies out of the fray.
8Some of these consultants have been accused in the past of shoddy work, generation of low quality reports, data leakage and pilfering of data.
8The management consultant has a very important job to function in this project but the selection of any of the clutch of consultants pre-qualified so far is likely to slow down the work done by the likes of ENERCSEA so far.
8ONGC has already hired a couple of consultants on a nomination basis, including an individual consultant.
8For this job too, it should have selected the best in class management consultancy on a nomination basis.
8Using the bidding route to select a Management Consultant with low threshold qualifying criteria is the first big mistake in the implementation of the $ 5 billion contract, the website believes.

This website is a strong advocate of weaning the Indian oil and gas sector away from the monopoly grip of general management consultancy firms such as PriceWaterhouseCoopers, Deloitte and Ernst & Young.
8These firms have gamed the L-1 system in India to win most consultancy contracts by quoting low prices.
8The consequence is that the sector is deprived of the insights that core oil and gas sector management consultancies such as McDermott-GE, Accenture-Schlumberger and Wood Mckenzie can bring to the table.
8These general management consultancies are only loosely affiliated to their global networks. They work as local research firms with underpaid management graduates. The knowledge base is shallow though in one sense, the shallowness also arises from the manner in which the L-1 system is structured in public sector oil companies. 
8The qualification criteria have been so structured that only they can qualify. It then boils down to who can quote the lowest rate.
8Some of the L-1 prices are so low that it is impossible to turn out quality work.
8Some of these consultancies have also been accused of pilfering data. ISH had recently stopped subscription to one of  the management consultancies as a consequence. Commercial use of data is prohibited in most subscription agreements.
8A perusal of some of the reports made by these consultancies shows a shocking hollowness of approach. The consequent recommendations emanating out of them are therefore widely off the mark. 
8Several oil companies have taken action based on reports made by these consultancies but most such initiatives have run into trouble or have never taken off because the underlying logic eventually did not synchronize with ground realities. While the recommendations come cheap, the cost of pursuing a wrong set of advisories turned out to be far higher.
8The time has come to stop this practice and bring in the right consultancies to do the job. 
8The selection criteria for consultants will have to be fine tuned to keep out the boys and bring in the men.

RIL's 2Q FY17 revenues for the Oil & Gas segment decreased by 35.7% Y-o-Y to Rs 1,327 crore.
8The decline in revenue was led by lower upstream production in domestic blocks coupled with lower oil and gas prices in both the domestic and US shale segments.
8The unfavorable upstream price environment impacted EBIT in the oil and gas segment, and was at  a negative Rs 491 crore, as against positive Rs 3,326 crore for the corresponding period in the previous year.
8But the previous period figure included a Rs 4,574 crore gain on account on sale of EFS Midstream LLC by RIL and other charges.
8In this questionable environment, and given that RIL's attention is now firmly focused on other high growth areas such as telecommunications, it remains a moot point whether the company's brass will be pushing the levers for further investments in the KG Basin anytime soon, unless the price environment improves and the future returns are less uncertain and more secure.
8The management remains uncharacteristically silent on its future options in the Indian oil and gas business.

Indigenous crude oil production during September, 2016 was lower by 4.1% (124 TMT) than that of September, 2015. On overall basis, indigenous crude oil production was less by 3.3% (613 TMT)  during April-September, 2016 in comparison with the corresponding period of last year.
8Total crude oil processed by the refineries during September, 2016 was 19,718 TMT against crude oil processing of 18,049 TMT in September, 2015 and a target of 19,464 TMT for the month of September, 2016. On cumulative basis, crude oil processed during April-September, 2016 by the refineries was 121,504 TMT against crude oil processing of 112,613 TMT during April-September, 2015 and a target of 117,954 TMT for the period April-September, 2016.
8Production of petroleum products during September, 2016 saw a growth of 6.8% (1213 TMT) over the corresponding month of the previous year and on a cumulative basis, growth of 7.2% (8,035 TMT) was recorded during April-September, 2016. Production of petroleum products exceeded the target for September, 2016 by 68 TMT (0.4%) while on cumulative basis production was higher by 3,401 TMT (2.9%) during the April-September 2016 period.
8Export of POL products increased during September, 2016 by 3.8% (201 TMT) as compared to September, 2015. Further, imports increased by 15.3% (358 TMT) over the corresponding period of 2015. LPG, Lubes and Pet-coke imports contributed 74.4 % share of the total POL imports during September, 2016. Crude oil imports increased during September, 2016 by 9.1% (1429 TMT) as compared to September, 2015.

Petroleum product consumption registered a degrowth of 2.0% during September, 2016 as compared to 16.7% spurt in the same month last year.
8This decline seems to be in consonance with the stagnation in industrial production and low bank credit offtake.
8Gross production of natural gas for the month of September, 2016 was 2,600 MMSCM which was lower by 5.45 % compared with the corresponding month of the previous year. The cumulative gross production of natural gas 15,724 MMSCM for the current year till September, 2016 was lower by 4.40 % compared with the corresponding period of the previous year.
8LNG import for the month of September, 2016 was 2,375 MMSCM which was 32.53 % higher than the corresponding month of the previous year. The cumulative import of 12,722 MMSCM for the current year till September, 2016 was higher by 26.96 % compared with the corresponding period of the previous year.
8The prices of Brent crude averaged $46.67/bbl during September, 2016 as against $45.77/bbl during August, 2016. The Indian basket crude averaged $44.48/bbl during September, 2016 as against  $44.38/bbl during the previous month.
8The import bill of crude oil is estimated to increase by 4.0% from $ 64 billion in 2015-16 to $66 billion in 2016?17 considering Indian basket crude oil price of $ 45/bbl and $/Rs=67 for the balance part of the financial year.
