Power to Gas (PtG), a technology, that focus on producing hydrogen from renewable energy seems to have an exciting future
8The technology has been under testing in Germany since around 2010, and similar efforts have grown in Japan in recent years.
8PtG allows conversion of renewable solar energy, whose output fluctuates over a 24 hour period, into hydrogen, and transporting, storing, and using the gas in economic ways
8This helps to stablize the grid.
8The general approach is to temporarily store excess renewable electricity to stablize the grid, convert it back into electricity and feed it into the grid as and when needed.
8The generated hydrogen can also be used for feedstock of city gas, for heat supply and also for fuel cell vehicles.

It is necessary for the petroleum ministry to take such international surveys seriously. 
8For one, such surveys are conducted independently and they even out the biases. In that sense, the results are truly reflective of how the world views India with respect to other countries.
8It is not to be forgotten that investment is a fungible commodity and it can move anywhere in the world. So in the total global aggregation of E&P investments, a poor perception index will mean a lesser flow of investments in comparison to a country with a higher index.
8After all, every investor is looking at a good asset to park his money in order to get a good return on investment and such perception surveys have a big impact on the investor.
8If China is higher up, more money will flow there than here.
8If Pakistan is above India, that could well mean that given a choice between the two countries, funds will flow to Pakistan than India.
8It is true that it is not perception alone that determines investments, there are other factors too and here again, India scores badly.
8This has however been a legacy issue and the Modi government cannot be blamed for it The petroleum ministry in particular can only do so much and no more and the poor overall perception is a systemic problem rather than a specific ministry related issue.
8But what this government can do is to appoint a consultant for a survey of oil and gas and attendant regulations globally and then investigate where India falters when compared to the others. The DGH has done such a survey on E&P regulations taking a few specific countries into account but it was done in a ham handed and piecemeal manner. A broader and a deeper survey is needed for a better internal understanding of what we are doing and how we can do it better.
8And then perhaps it will be possible to isolate the problem areas and see if they can be resolved.

8GAIL now admits that the pipeline which was meant to have been completed by June, 2015 will take up to four more years to be commissioned because of intense resistance from farmers over acquisition of land for the right of way to the line.

Why is the general perception on India so poor?
8The survey quotes one of the respondent as saying, "“Getting environmental clearance can be a prolonged process. Even after getting environmental permission, there can be nasty surprises.
8Decisions within the bureaucracy can also be a long, drawn-out procedure.”
8India's lower score is on account of negative perceptions on the policy front.
8The fiscal terms in India are considered to be a big deterrent but it is a lower deterrent in Pakistan. Even China does not score well in this index and fiscal terms are seen to be as big a deterrent in China as they are in India,
8Then again, India's taxation burden is seen to be considerably larger than Pakistan but China's burden is seen as much higher
8Then how does China make a higher score than India?
8China's environmental licensing norms are seen to be much less cumbersome. Pakistan too scores higher than India on this count.
8There are also more respondents not wanting to investment in India than in China or Pakistan as a result of uncertainties in interpretation and implementation of policies.
8The cost of regulatory compliance too is seen to be much higher in India and is seen as a big deterrent than in other countries
8Trade barriers however are a lesser of deterrent in India than in China or Pakistan
8Surprisingly, we are less of a deterrent on labour regulations than China or Pakistan and we are higher up on the ladder on this count than quite a few countries
8Our quality of infrastructure too is less of problem than Pakistan's.
8India is high up on labour availability and skills but we rank lower in terms of our quality of geological database.
8We are also ahead of others in terms of political stability despite our fractious politics

There can always be an argument that global perceptions are formed over many years and the Modi government cannot change such perceptions in the short period of time it has been in power.
8And the new government's impact was indeed felt in the policy perception index.
8There was a good 10 point jump in the index over the last two years.
8The point to note however is that 2016 saw a lot of traction on the E&P policy front in India.
8And yet, India was down on the policy perception index this year. We scored 49.71 points in 2016 as against 50.17 in 2015.
8Other Asian countries didn't do well too in 2016 compared to 2015, there was a slight dipping for everyone in 2016 over 2015.
8But the point to note is that we supposedly made a big push this year, with new policies, but clearly this wasn't reflected in the index.

It is always good for all of us to pause and do a bit of self introspection. It calms down both the body and the soul.
8The fact that India continued to rank poorly as an investment destination in the newly released 10th annual survey of petroleum sector executives around the world carried out by a prestigious non-profit global institute is probably as good a time as any for some serious self introspection.
8The survey identifies countries with the greatest barriers to investments in the oil & gas industry. The survey is confined to the oil & gas executives in the upstream sector. The jurisdictions included in this year’s survey comprise 66 percent of global oil and gas reserves and 75 percent of global oil and gas production.
8India is placed 30th among 36 countries with "medium reserve holdings" in terms of policy perception in the global survey.
8Thailand, Malaysia, Vietnam and even Pakistan come before India
8Among Asian countries included in the survey, India is in the absolute bottom. Only Bangladesh ranks below us
8China's Perception Index is at 65.80 while India's is way down at 49.77
8Among 100 countries overall, India is placed at 80.
8Yes, we have gained 3 points in the index in 2016 over 2015, from 46.58 to 49.77 but we have not recovered from the high of 59.95 achieved in 2013. In 2014, India's perception index fell precipitously to 41.18 points and while it recovered 10 points in the interim until 2016, it never really made up for the body blow felt in 2014.
8A lot more needs to be done by the policy makers before India can be taken as a serious investment destination by the global E&P community.
8In the midst of all the hype about our prowess, we need to take into cognizance what the world community really thinks of us and why

The 0.75% discount introduced by the government on fuel bought via digital methods at state-run pumps is more marketing strategy than masked subsidy.
8Even assuming 70% of transactions at the state owned outlets go digital, IOCL, BPCL and HPCL could see a worst-case earnings hit of 8-14% in FY18 if they are unable to pass on these costs
8IOC is likely to be IOCL would be the least affected as its marketing business forms  only 18% of volumes as compared to 40-50% for BPCL/HPCL.
8Digital transactions will no doubt lead to greater transparency and efficiency.
8But the government order does not restrain the OMCs from passing the discount back to the customer as prices are now fully deregulated.
8In any case, the OMCs' cost plus pricing mechanism is highly non-transparent and it was none other than Subir Raha who pointed this out when ONGC had to provide heavy discounts on the crude sold to public sector refineries to make up for the under recoveries in the sale of petrol, diesel, SKO and LPG.
