IOC seems to have run into serious trouble over the building of the Paradip-Balasur-Haldia-Kalyani-Dugrapur LPG pipeline that will also touch Patna and Muzzarfarpur.
8The PNGRB has taken notice of the complaint by H  Energy Pvt Ltd that IOC has gone ahead with its construction without seeking authorization from the regulator.
8The PNGRB has now constituted a committee under the petroleum secretary to look at the set of confidential documents and communications based on which IOC has claimed that it had the necessary authorizations to go ahead with the pipeline on a captive basis without seeking the approval of the PNGRB.
8Meanwhile, PNGRB has refused to halt ongoing work on the project but has warned that the company does so at its own peril.

GAIL has changed track when it comes to charter hire LNG vessels to ferry its cargoes out of the US.
8The gas major is going to charter hire the vessels for a short term period, ranging from 3-4 years, beginning 2018-21
8GAIL will meanwhile come out with a long term hiring contract for a period of 17 years, after 2021
8The tender for long term contract for LNG ships will be announced shortly.
8This 17 year contract will be under the government of India's Make in India programme, wherein two ships will be required will be made in India and six abroad
8Discussions are already going on with Samsung as a technology provider to Cochin Shipyard for construction and design of the ships and Cochin Shipyard has already signed a technical agreement to invest in an LNG dry dock.
8The government is reported to have decided to take on the dditional financial burden of making the ships in India as also the associated risks.

Cash flows and margins of upstream companies have been under pressure for several years, even during periods when oil prices exceeded $100/bbl.
8This trend points to deteriorating industry fundamentals primarily driven by two factors: resource complexity, which is forcing producers to spend more for proportionally much less return, and project complexity, which  is leading to larger and more costly projects.
8The recent oil price decline has exacerbated this pressure and forced upstream players to focus on short-term austerity and cost control measures.
8Four main trends are being highlighted here: First, a strong drive towards increasing project efficiency; second, collaboration among industry stakeholders to focus on gains and synergies as well as risk sharing; third, a portfolio revolution to ensure focus on core competence and cash generation; and lastly the need to work with governments to reduce their take which is currently the largest cost for E&P companies.
8These trends will define the future of upstream industry and players would structurally and fundamentally need to redefine their business model to align with these trends in order to grow and restore value.

The refining sector will face challenging times ahead
8With the growth rate of refining capacity in being more than 50 percent greater than the growth rate of oil demand, there could be excess supply of refining, which is expected to continue to increase.
8This is likely to put downward pressure on utilization and margins in the three hubs (North America, Europe and Asia) up to 2020.
8In 2021, the global implementation of Marine Pollution (MARPOL) Annex VI is expected to lead to tighter restrictions on quality specifications for bunker fuels.
8As a result, demand for distillates is expected to grow, and utilization and margins are projected to increase.
8To offset the effects of a decrease in utilization and margins, refiners can adopt several strategies.
8Asian refiners, in particular, can take advantage of the increased diversity in crude slates and focus on crude optimization to increase profitability.
8Other possible options include increasing operational efficiencies, creating flexibility in the refining network, continuing to enhance the inland distribution and retail network and exploring opportunities in downward integration into specialty-grade petrochemicals.

A joint venture ammonia urea unit is currently in planning stage and sources said that it will take minimum 5 to 6 month to submit the proposal for clearance to the Ministry of Environment, 
8Company is planning to revive a fertilizer complex with capacity 2200 MTPD of ammonia and 3850 MTPD of urea respectively.
8The requirement of power is around 25 MW.
8The requirement of natural gas is about 2.4 MMSCMD.
