Clearly, the The power and petroleum sector PSUs need to factor-in the rapid advances being made in clean energy in other parts of the world, also on the merit of better financials.
8In India, at the moment, the financials may not be entirely in their favour, but there will be alignment with global markets in due course.
8Many provinces of Germany are already integrating more than 50% renewable electricity in the grid, also supported by ‘flexible’ coal-based power. Small automobile markets like Netherlands and Norway  are among the world’s 4 largest EV markets (China is the leader).
8India also aims to give a boost to it. The planned financial returns can only be realized if the assets can be productively operated for their entire productive life and earely retirements of refinery sector assets can upset plans. In a rapidly evolving technological and commercial scenario, energy sector ‘lock-ins’ demand a careful consideration, the article goes on to state.

The article then goes on to claim that gas may not be ideal fuel for the power sector
8This will demolish the basic argument of the gas supply lobby that a spurt in gas usage will come when gas based power plant are used to meet peaking power requirements in an environment where renewal power is increasingly in use.
8There is a move now to make coal-based plants ‘flexible’ so that they can balance the variable renewable power. If this were to happen, coal-based generation will receive a boost.
8While gas-based generation is often touted as a necessary accompaniment to wind and solar power, the example of Germany suggests that even coal-based power can play this role.
8Additionally, the emergence of renewable technologies has also adversely impacted demand for gas by displacing it in power generation.
8Coal-based power plants are going in for retrofits to serve as balancing units for renewables.
8The net impact on new gas demand has been negative (at least in the West where gas-based power generation is preferred over coal). Even for balancing variable renewable power, a number of technologies are available which will pose a challenge to gas as their prices fall over time.

The article also says that the private sector has already stopped investments in the refinery sector
8In the last decade the private sector set up three out of four new refineries directly or in the joint sector (Bhatinda, RIL’s second unit at Jamnagar, Bina and Paradip), but it is no longer coming forward.
8However, the public sector has announced its intention of setting up a mega-refinery on the west coast.
8Of course, refineries produce a slew of products, and not merely transport fuels.
8India imports nearly half of its LPG requirement (and we need our refineries to augment supply), which will further increase due to demand coming from Prime Minister Ujjwala Yojana. But, even as the configuration of refineries can be tweaked to produce the desired slate of products (LPG, kerosene, transport fuels etc.), the same will have to be consciously determined.
8We also have the option of importing products rather than crude oil for the new refineries (we already import 80% of our refinery crude), the article claims

A controversial new government sponsored article has warned against India "locking in" its investments in mega refinery projects when rapid technological changes are taking place. This has been the position of this website too over the past one-and-half years.
8The author quotes a growing ambition among Indian policy makers to ensure that all vehicles sold by 2030 are electric vehicles.
8A government-led initiative – the National Electric Mobility Mission Plan – is already targeting annual sales of 6-7 million EV/Hybrid vehicles by 2020.
8There are already several studies that indicate that lifecycle cost of an electric car in India would be the same as that of an internal combustion (IC) one by 2022.
8Over the last one-and-a-half decades, India has been an exporter of petroleum products, which is now changing to just self-sufficiency.
8There has been a buzz that India needs to step up refining capacity, to cater to the burgeoning demand arising from the transport sector. But if EV technology was to out-compete IC based vehicles in the coming years, surely the demand for liquid transport fuels would be adversely impacted, and new refinery sector investments would face a challenging, altered reality.

The flare up seen in the marketing margins of public sector oil marketing companies may be coming to an end.
8The peak has definitely come and gone
8One reason for this is the imposition of a 0.75% discount on cashless fuel sales, potential fee burden of ~1% on card transactions and competition from private players offering discounts. While OMCs will eventually pass on these charges to consumers, the scope for margin expansion in FY18 has reduced.
8HPCL, followed by BPCL, would be the most vulnerable.
8IOCL should be insulated given its smaller market share and slimmer margins.

Gas suppliers have argued that they can play a major role in the transition to decarbonised energy markets because of the advantages of switching from coal to gas, and the role of gas in backing up intermittent renewable power generation.
8While this argument remains a logical approach and this has gained credibility with the government of India, the suppliers have been unsuccessful so far in gaining the backing of the global environment community.
8This has left gas in a position of continuing to be labelled a fossil fuel, where its carbon-related advantages over other fossil fuels are viewed in the longer term (2030-50) as, at best, questionable.
8Decarbonisation is ongoing and unstoppable.
8The key variables which will determine the long-term future of gas will be policy and technology, as well as economics, defined as the price of gas in relation to the costs and prices of  other sources of energy, impacted by policy measures such as carbon pricing.
8But depending upon how quickly technology and policy changes, there is certain risk for different asset classes, from LNG terminals to pipelines becoming redundant

After initial uncertainty, private players are now firmly in the saddle.
8Private fuel retailers (RIL and Essar Oil) have ramped up the battle against OMCs by offering discounts on retail sales.
8RIL (1,400 operational outlets) is offering a flat discount of Re 1/ltr on diesel (on all payment modes), while Essar (~3,000 operational outlets) is matching the 0.75% discount offered by
8OMCs on cashless payments.
8Overall, OMCs have been OMCs suffered a 2% market share loss in diesel (mostly bulk sales) in FY16.
8While their clout is going up in the institutional sales business, in the retail arena they are up against a much larger footprint of the OMCs with their 52,000 strong retail network but slowly RIL and Essar are seem to be chipping away at market shares
