Discovered fields were handed over to new operators with much fanfare. Here are two stories of developers and what they are doing with their blocks.
After initial analysis of his offshore field, this particular owner figured out that it had fewer reserves than he thought the field initially did when he put in his bid. The operator has now sought some kind of a special dispensation from the ministry but the latter, quite evidently, is not willing to play ball.  The project involves development drilling of oil wells, installation of an offshore platform and laying of a subsea pipeline. For now, it looks like the operator has delayed the RFQs for an EPCM contractor for the job

What is the ideal agent commission for foreign suppliers shortlisted by ONGC or OIL?
8There is clearly no fixed rule but there are unwritten rules.
8A high declared agent commission will stand rejected by the ONGC even though it is a matter between the agent and the supplier.

Jackson International had elicited an extension of contract till the beginning of the monsoon session for its Jackup rig, Deepsea Fossil
8But in the process, it had to take a massive hair cut, according to company sources.
8The day rates of Jackup rigs have plunged to a third of what it was in 2015 when the rig was initially hired for a period of three years, according to industry sources.
Click on Details for more about how much rig rates have plunged over three years for Indian operators
   Details
We carried a story yesterday, dubbed "The glass is either half full or half empty: Find out why Jackups is the best business to be in at this point in time.", in which we elaborated on how the biggest players in the industry are gearing up towards an upswing in rates on the back of rising investments which are buoyed by higher oil prices.
8But that may or may not be eventually true. The situation right now seems to be pretty grim.
8The website also carries here the a documentation of how low Jackup rig day rates have plunged in India.
8The fall in rates may not be as dramatic as is noticed in the PSV section but it is bad enough anyways.
8In fact, the rates settled in India for such rigs are supposed to be the lowest in the world

How does the rise in crude prices impact the tanker market?
8Is it good or bad news when prices begin to rise.
8For tankers, the most notable impact in the short term will be higher bunker prices.
8Further down the line, higher prices could stimulate increased marginal barrels to flow into the market but at the same time potentially put downward pressure on demand.
8The future direction of the market remains finely balanced.

Indian public sector refineries are under challenge by the move towards use of desulphurized fuel.
8But the economics of desulphurization are tight. And many refineries will continue to look for markets for dirty fuels
8Since the market for sour products still exists, price spreads between sour and clean are still small
8Whether to go for deeper conversion or just desulfurization is often a dilemma: operating hydrocrackers in high severity can secure ultra-low sulfur quality and an increased middle-distillate yield, which leverages the economics if supplying a distillate-deficit market.
8However capex may be a deal-breaker when compared to current refinery value for these kinds of units.

The sharp and inexorable decline in the day rates of Platform Supply Vessels (PSVs) over the last three years is a grim reminder of how bad the situation has been for mostly Indian companies who supply these vessels.
8According to data provided by the industry, we track the deterioration of day rates from 2015 onwards of a 3000 MT PSV of a prominent Indian supplier to illustrate the sorry state of the E&P vessel industry.
8The price has dropped by an astounding 83%
8"The drop in rates is so severe that quite obviously, only marginal pricing principles are at play," the industry source said. "It is a Hobson's choice: keep the vessel idle or keep it going," an industry executive said.
8How long will these abysmally low prices prevail?
8"We have heard that the investments are going up, but they are not reflecting on the day rates," the executive said.
8Marine spread calculation for a vast amount of offshore work that is now going on off the two coasts of India can take advantage of the low PSV rates.
8The point to note however is that the drop in rates has impacted all aspects of the offshore industry and not the PSV industry.

A growing number of businesses around the world are turning to internal carbon pricing as a tool to manage climate-related risks and transition to a low-carbon economy.
8There are early signs that internal carbon pricing is also making inroads into forward-looking Indian businesses.
8The website carries here a seven-point primer for developing and implementing an internal carbon-pricing scheme.
8The primer is based on the experience of five Indian companies who have gone through this route.
8The Indian government has signaled its intent to transition to a low carbon economy by committing under the Paris Agreement to have about 40 percent of non–fossil fuel-based electric power capacity in its energy mix by 2030. There is currently only a cess of Rs 400 levied per ton of coal purchased or imported by power producers.
8Additionally, programs such as clean energy and energy-efficiency standards (BEE 2012), renewable energy certificate schemes and renewables purchase obligations (MNRE 2016) also, in effect, impose a cost on carbon emissions.
8It is not yet clear how Indian regulations will evolve as the nation works to reduce emissions.
8Nevertheless, the current regulatory landscape provides a favorable setting for increased corporate adoption of internal carbon pricing across sectors.

There is more bad news for Rupeshbhai Kantilal Savla, the managing director of Deep Industries Ltd
8After a two-year blacklisting of the company by ONGC for providing false information on a contract, Salva has now been delivered a show cause notice by SEBI for insider trading.
8SEBI has detailed the manner in which Savla has gained by indulging in insider trading from advanced information that his company had won ONGC rig tenders
8Clearly, things have not been above board for Deep for some time now
Comment: There is a certain devil-may-care attitude among a lot of Indian oil and gas entrepreneurs. They start off small, usually as agents of suppliers, and then, eventually, after learning this complicated business well enough, venture out on their own. ONGC, through a maze of rules, has kept its entry barriers high, allowing only those which are nimble footed and well connected through its doors. The provision of onland rigs or gas compression units, in which Deep Industry specializes, should usually have a reasonably large number of players in a country such as India but only a handful of those who are most persevering make the grade. And some of those who do, believe they can get away with anything.

A new low established in the day rate for the hire of a stimulation in Mumbai High came a shock even for ONGC.
8There is disbelief that a technically qualified supplier can quote such low rates against the tender
8"This the kind of rate at which we will be worried about the quality of service," a top ONGC official told this website
8Even the competitors were stumped. "Frankly we do not know how this pricing was worked out, because in our scheme of things, this just does not seem right.
8Under directions right from the top, ONGC's asset level officials and executive directors are ensuring that contract management terms of tight and the quality of service is up to the mark.

The abysmally low rate struck against the ONGC tender for a stimulation vessel seems to indicate that all is not well at all in the offshore E&P vessel market as yet.
8There is a pick up in investment, global research seems to show, but there is no pick up at all in day rates of rigs and vessels.
82018 does not seem to be a great year yet and everyone is now hoping to 2019 will show an uptick
8The ONGC brass is reading the signs on the walls and is now thinking of a big change in its purchase policy

ONGC wasn't able to achieve its target crude production in 2017-18. Output was at 22.2 MMT against a target of 23 MMT
8Delays in getting some projects off the ground, technical snags and high water cut in aging fields were cited as reasons
8The long delayed conversion of the Sagar Samrat to an MOPU seems to have to have been delayed again. Additional output planned from the field from the WO16 cluster from October’17 couldn't be started up. This was one plan that did not fructify
8The much touted ‘Integrated Development of B-127 Cluster’, again from Oct.’17, got delayed though plans are to kickstart it before the monsoon breaks or else they will have to wait till October.
8Technical snags with ESPs held up production in the NBP field and they were only sorted out in February
8Then again, higher water cuts are causing problems across a range of fields, from Heera, Neelam and B-173 fields as well as assets in Mehsana and Assam.
8Meanwhile, OIL's 2017-18 output was at 3376.28 TMT which is 9.58% lower than target on high water cut from its aging fields and inadequate results from its workover programmes

On the gas front, the performance of the duo has been worse
8ONGC produced 2013.61 MMSCM of gas in March, which is 8.7% lower than the monthly target while in all of 2017-18, output was at 23429.47 MMSCM , 3.22% lower than the  target
8OIL's production at 2881.50 MMSCM for 2017-18 was was 4% below target
8Private and JV output was at 6338.34 MMSCM during the year, a massive 20.03% below target
8At a time when the government has ambitious targets of plugging import dependency, this performance is abysmal by every yardstick
8ONGC's failure to get the B-127 cluster going and its inability to get more punch out of the WO16 cluster is a self-made failure. To accord sanction to an inexperienced contractor to convert the Sagar Samrat to an MOPU and the subsequent inability to coax the contractor to get the system operational, in fact, requires a full a full fledged investigation on its own
8Technical downhole problems with OIL's producing wells and snags with faulty compressors procured from BCPL were to be blamed for OIL's lack of performance
8RIL's D-6 wells have been underperforming for a long time. One well went of production for nearly a month on low reservoir pressure. All of this added up to create the big shortfall in overall output from the private and JV segment.
8ONGC claims 2018-19 will be a different year, as output is going to come in from all directions, including from the East Coast as well as from the long delayed Daman field. Let's wait and see.

Essar seems to have run into trouble with its Raniganj CBM block
8This website has received complaints that vendors have been not been paid off
8A few of them, Aakash Exploration, Kingston Oil field and MACO Corp. have been working with Essar Oil for the last five years as service providers for workover rigs
8But Essar has not paid up for the past six months, forcing them to move an insolvency petition
8The worst hit of course is Matix Fertilisers, which had set up a Rs 5000 crore ammonia-urea complex on the promise of gas from the Raniganj field. The company will have to wait for the trunk pipeline built by GAIL to become operational to get to full production.
8The plant tried to run on limited gas supplied by Essar but is currently under shutdown as Essar had closed some wells for planned maintenance and refrac jobs.

Capital approval has been given for RIL-BP's second of the three offshore gas projects in the Rs 40,000 crore "R Series" fields in the KG Basin.
8They are expected to bring a total of 30-35 million cubic metres (1 billion cubic feet) of gas a day new domestic gas production onstream, phased over 2020-2022.
8The breakeven levels of the output are such that given possible gas prices in India, a good double-digit margin in investment is expected, sources said.
8Contracts have already been finalized for the first phase and it is likely that the same contractors will get additional work in the second and third phases of development of the project
