The costs of offshore wind projects commissioned in 2016 vary widely, but on average are 150% higher than onshore wind and more than 50% higher than utility-scale solar photovoltaic (PV) projects.
8However, the results of recent auctions in Europe suggests a step change in costs for some new projects scheduled to enter into operation in the early 2020s; these include some bids that did not require any price guarantees at all, albeit at favourable conditions with the cost of grid connection taken by the transmission system operator.
8Such a dramatic improvement in costs, if realised in practice, would provide a powerful stimulus for policy support and investment elsewhere in the world.
8For projects commissioned in 2016, the global average LCOE of offshore wind was 150% higher than that of onshore wind and more than 50% higher than that of utility-scale solar PV. The interlinkages between the different offshore energy industries are in three major areas:

Around one-third of the full lifetime costs of an offshore wind project (including operation, maintenance and service costs) may have significant synergies with the oil and gas supply chain.
8The possibility to electrify offshore oil and gas operations where there are wind farms nearby, or via floating turbines, reducing the need to run diesel or gas-fired generators on the platform and reducing emissions of carbon dioxide (CO2) and air pollutants.
8The scope to find new uses for existing offshore infrastructure once it reaches the end of its operational life, in ways that might aid energy transitions: for example, platforms could provide offshore bases for maintenance of wind farms, house facilities to convert power to hydrogen or ammonia, or be used to inject CO2 into depleted fields.

8The possibility of policy makers to veer towards integrated offshore thinking extends well beyond the energy sector to encompass shipping, port infrastructure, other maritime industries and all aspects of the marine environment.

8However, Japan and South Korea, who were consistent buyers during the last sanctions era have so far reduced their purchases already this year.

A new kind of argument is floating around that the price of crude will get to the $100/bbl in 2019
8Lack of investments and the lack of spare production capacity in the world in the face of booming demand will push prices sharply up
8The demand and supply of oil are inelastic in the short run and small inequalities can cause big changes in the price of crude
8Also, it is argued that the marginal barrel of oil will cost more from now, as no major super fields have been discovered since the 30 billion barrel pre-salt find in Brazil.  Such big fields can now only be found in offshore areas around the world.
8What is more, In 2017, companies did not invest in offshore exploration as the risk of not finding oil and drilling dry holes is not priced at current prices.  A list of findings from offshore exploration seems to show how risky the exploration business is. The industry clearly needs higher oil prices in order to justify further exploration, not just the developing risk of the marginal offshore barrel, to fill the looming supply gap.
8In fact, in 2017 the industry reached a record low discovery rate of conventional, non-shale resources, making it harder to address the supply gap going forward.
8On the demand side, neither the advent of the electric car or renewable energy is likely to dent the increasing appetite for oil anytime soon.
