8The total loss to ONGC for missing the weather window has been pegged a massive Rs 1000 crore

In the face of the Rs 1000 crore that ONGC has incurred because of the loss of the time window in the Daman development project, an investigation is needed on how the E&P major turned a two-horse race for the critical transportation, installation, commissioning and  pipeline installation as well as top side modification job in the project into a single tender bid.
8The other competitor was Sapura Offshore of Malaysia.
8But the Malaysian company was debarred on specious grounds -- of not submitting a financial statement on time -- though it was found that the company had a much higher level of experience and quoted a lower price than L&T.
8Sapura was not given a favourable hearing despite a ruling by the Independent Monitors of ONGC and a dissenting note by a tender evaluation committee member.
8The entire sequence of events leading to the award to L&T and the grounds on which Sapura was kept away from bidding needs a special investigation.
8More so now that ONGC is staring at a Rs 1000 crore loss and a complete disarray in its ofshore rig deployment schedule
Comment: The manner in which the contract was awarded on a single tender basis is unprecedented. Every attempt was made to ensure that such a large and crucial tender was awarded on a single tender basis. And this entire process deserves a thorough scrutiny from the CAG and the CVC. Files are surely to be opened on this case, given the quantum of loss, the question is when

8On hindsight, in the face of the Rs 1000 crore loss, could ONGC have acted faster?
8Swiber was awarded the contracts in February, 2015, with the completion of the project in two phases, one in March, 2016 and another in March, 2017
8The point to note is that the subcontracts were already awarded by Swiber before it went down.
8All that ONGC had to do was push through and revive these contacts
8The delay has been costly on two counts: the cost of the project went up by $ 100 million from around $ 310 million earlier. But more importantly, the opportunity cost of lost gas is much more

8It was the last contract that was awarded to L&T. The Indian contractor followed the usual philosophy: to over promise on delivery.

Is RIL's switch to use of methane instead of natural gas a flawed decision, on hindsight?
8Reliance is the first company to globally conceptualize large-scale imports of ethane from North America as feedstock for its cracker portfolio in India.
8But things are looking a little complicated as of now.
8U.S. ethane prices began declining relative to natural gas prices in late 2011 and remained consistently lower than the price of natural gas between 2013 and 2015 when ethane production began to outpace consumption.
8This must have promoted RIL to look at ethane as the feedstock.
8But now the situation is a little different.
8U.S. ethane prices began to increase in 2016 when ethane demand increased, and ethane prices surpassed natural gas prices in the United States on a heat-content equivalent basis in 2016 and 2017. By the time the ethane reaches RIL, through a fleet of large carriers, it is likely to be more expensive than gas. This means that RIL loses a key raw material pricing advantage.
8The projection is that ethane prices are likely to stay up instead of down
8This is because several more petrochemical plants are expected to come online in the United States in 2018 and 2019, further driving increases in ethane demand and prices.

8Project Description: The Promoter is planning exploratory drilling in a CBM Block. The Phase I program plans to undertake drilling of 35 coreholes and 5 test wells in the CBM block area. The promoter has 100% ownership in the CBM block and as Operator has signed a Production Sharing Contract with the Government of India. The CBM block covers an area of 950 sq.km. The relentless exploratory inputs expended by the promoter in the acreages lead to a good number of discoveries and leads. Eight hydrocarbon bearing field have been established so far. The drilling rig required for the project will be hired on EPC basis. The project requirement will be Drill Pipes, Drill Collars, Drill Bits, Casing Pipes, Directional drilling services, Blow Out Preventer (BOP), Cementing services and Drilling fluids services. An EIA consultant has been already hired for the project. Further RFQs are expected shortly.

8The E&P major has been following an aggressive policy of pushing down prices by enforcing a termination clause in the usually three-year long supply contract with OSV owners.

An interesting question within the environmental movement is whether you can prove in a court of law what the costs of carbon emissions are to society.
8The link between carbon buildup and the climate system is non-linear and so it is unclear at what level of carbon build-up geo-climate changes will occur, and by what magnitude and by when they will occur. Similarly, the relationship between climate and biological systems and the link between climate and the world’s economic system is likewise non-linear. It is unclear, then, how to put a value on future geophysical environmental changes.
8Consider two alternative scenarios. One climate scenario suggests that we will have devastating global warming, a melting of ice caps, a rise in sea levels, and very intense storms all of which will create huge human costs in terms of flooded cities, destroyed infrastructure and acidic seas.
8An alternative climate scenario suggests that global warming will melt glaciers causing fresher water in the seas that will alter the Atlantic Gulf Stream so that less warm ocean currents will thaw the North and South Poles, in which case, eventually, ice will build up at the tip of the Poles. The extra snow and ice reflect more sunlight which causes more cooling until the ice spreads towards the equator and a great ice age could ensue whereupon global oceans will recede. The eventual cold weather will hit normal bread baskets of the world reducing food supplies and causing starvation. The net economic effect of either scenario is hard to calculate. Cities may be flooded and then become high and dry without a port to use, kind of like ancient Ephesus.
8However, it is easy to imagine within these two scenarios a kind of tug-of-war between the warming effects and the cooling effects. In this third scenario, the warming occurs, the ocean current changes, the poles cool, but the carbon keeps an ice age at bay. In that case, the effects of the carbon on the physical-biological system are difficult to determine. Likewise, you cannot predict how much flooding will occur or if breadbaskets will be lost or gained, or how dry or wet regions will become, all of which makes estimating climate change economic damages a difficult challenge.

A Chinese agency paper on energy cooperation between India and China is under consideration of the Indian government, according to well placed sources.
8The paper sets out complex flow diagrams to show how Indian and Chinese crude and product flow footprints overlap and cooperation could bring about better results
8Both India and China would require to import around 400 and 500 million tonnes of crude respectively by 2030
8The assumption is that given the high degree of overlap between these two major crude oil importers, India’s effort to access overseas oil resources will inevitably affect the interests of China. China’s and India’s bidding experience for oil resources in Angola and Ecuador demonstrates that competition over overseas oil resources between the two countries is inevitable. And this brings about an increase in asset prices
8Cooperation between the two countries can therefore keep "resource premiums" down.
8The agency has now claimed that China can solve the Malacca Strait dilemma through an "equivalent exchange" paradigm by building crude pipelines through India while China, in return, will allow a crude pipeline to be built from Russia to India

The PNGRB's move to break the monopoly of public sector oil companies in the supply of ATF to the Mumbai airport has brought about much excitement in the industry.
8Mumbai accounts for 20% of all ATF consumption in India. The ATF is supplied by HPCL and BPCL refineries while IOC is a party to using the only ATF pipeline that goes into the airport
8The battle to end the monopoly has been fought tenaciously by airlines as well as by private sector suppliers such as RIL for many years now. The PNGRB proposal is the first major break
