Depressed charter rates have stirred new interest in floating, storage and regasification units (FSRU) in Asia.

The fact that Iran has just signed up with the Chinese super major, CNPC -- along with Total of France -- for a gigantic South Paras Phase-11 offshore development sends a wrong signal to India.
8The 20-year contract is the first signed by Iran since the lifting of sanctions in January 2016. Phase-11 is the last of the gas reservoir phases at South Pars yet to be developed. The project will have a production capacity of 2 Bcf/d, or 400,000 boe/d including condensate.
8This announcement comes after Iran, in a snub at India, signed an initial pack with Russia's Gazprom for developing ONGC-discovered gas field of Farzad B while still keeping the door open for awarding it to the Indian firm.
8One of the big mistakes made by India was to try and pressurize Iran to award the block by cutting down on oil offtake. This was a miscalculation as Iranians -- who have lived under years of Amercian sacntions -- react adversely to any kind of pressure.
8India was expecting too much when it sought reciprocation in kind for supporting Iran -- by going to great lengths to buy its crude under a semi-barter system -- during the time of US sanctions.
8The Iranians have never been known for such reciprocation.
8A careful perusal of how Iran reneged on an LNG supply deal signed in Tehran by then petroleum minister Mani Shankar Aiyer with his Iranian counterpart would have given today's policy makers an insight into how the Iranian mind works.
8If CNPC could enter into a deal with Iran -- for the Chinese too had supported Iran during its times of crisis --  there was no reason why OVL couldn't have done the same. What was needed was subtle lobbying and perhaps a partnering with a company like Gazprom, which has clout with the Iranians, to dilute the risk instead of trying to go it alone.
8This is one deal that wasn't handled right by New Delhi
8But is there still time to retrieve the deal?
8Perhaps not, after Prime Minister's visit to Israel and the Iran's supreme leader Ayatollah Ali Khamenei's recent assertion on Kashmir

In an interview, the ONGC chairman D.K. Sarraf  made the following points:
8Output will go up by an incremental 25 mmscmd by 2020. 60% of this is going to come from the KG-DWN-98/2 while the other 40% will be contributed by the Daman, C-26, Vasistha & S1, WO-16 and B-127 offshore assets.
8Offshore gas output will increase by 14% and onshore by 4%
8Oil output will go up at a lower pace, offshore by 3% and onshore by 1%
8Oil & gas finding cost has halved over the past 3 years to $ 2.53/boe due to drilling efficiency, dry well cost reduction, higher exploration success and reduction in cost of services.

Qatar's decision to add an extra 30% to its existing LNG capacity by 2024, taking the total up to 100 MMTPA is likely to dramatically upset the projected demand-supply balance in the global LNG market.
8This will mean that the supply gap that was initially meant to emerge by 2021, later postponed to 2024, is likely to be put off by another few years.
8Given that there will be excess supplies coming in from the US and Australia as well, Qatar is likely to fight hard to retain and deepen its market share in proximate markets like India where it has a comparative advantage in relation to other suppliers.
8In likelihood, Qatar is likely to under cut other suppliers to India.
8The upshot of all of this is that the new gas to be produced by ONGC and RIL-BP will have to stay competitive to the landed price of LNG set essentially by Qatar, essential for the life of these projects. Peak production from these fields will happen at a time when LNG prices will be under pressure.
8Qatar's new plans will work to hamstring Indian producers, curtailing their pricing power, keeping their margins under stress.

The next big crisis that gas suppliers will face can emanate from the fertilizer industry.
8Policy makers will face a classical battle when new urea capacities -- from a series of new Rs 6000 crore ammonia-urea plants -- come into existence.
8They will have to decide between either highly subsidizing these high cost urea units to produce domestically or import urea, which the international suppliers' lobby will price significantly below the cost of production in India. This is because global suppliers have access to low cost gas and India has been the world's largest importer of urea.
8Since the government does not want to raise the price of urea, if the new capacity is funded through LNG, the cost differential will balloon and it will have to be borne by the government by way of a significantly higher subsidy bill. The finance ministry will have to fund the subsidy.
8If the international supplier lobby keeps the price of urea at a significantly lower level, which they are quite capable of doing if their fixed costs are covered, policy makers may well decide to keep new fertilizer capacities shut in India, albeit temporarily, if the opportunity cost of imports is lower.
8The other option will be to allocate higher quantity of low cost gas to these urea units to keep them "competitive" at the cost of allocations to other sectors.

8Acquisition of 50% stake in Maharashtra Natural Gas (MNGL) will grant IGL entry into Pune which has a good growth potential.
8The gradual commissioning of Rewari (5-6 CNG stations; 1,000 residential PNG by end FY18) will drive volumes in 5 years (0.5mmscmd potential)
8The fact that the company has a monopoly gives it strong pricing power capability.
8However the key risk as of now is a cut back in domestic city gas allocation or allocation of the more expensive domestic gas can massively impact profitability.
8As new government sponsored fertilizer plants come into play in two-to-three years from now, they will require allocation from what will be a declining pool of cheap domestic gas to stay competitive with falling urea prices.
8This is when the crunch might come to CGD companies when the government will have to decide on whether to allocate cheaper gas to fertilizer companies or to CGD outfits.

Hydrogen driven trucks are also a realistic possibility.
8Trucks using fuel cells and hydrogen are essentially electric vehicles using hydrogen stored in a pressurized tank and equipped with a fuel cell for on-board power generation. Fuel cell vehicle (FCV) power trains are also hybrids, as braking energy is recuperated and stored in a battery.
8The battery also reduces peak demand from the fuel cell during acceleration and enables optimisation of operational efficiency.
8FCV power trains benefit from technological advancement in both fuel cell and battery storage technologies.
8Compared with batteries, hydrogen at 70 megapascals (MPa) has much higher energy density: about six times higher per unit of volume and about 300 times higher by unit of weight.
8Hydrogen-powered trucks can benefit from the higher energy density of hydrogen storage tanks, making their cost somewhat insensitive to weight and range.
8Already some companies are competing to come out with hydrogen driven options

It is quite likely now that  India may have to jump from the use of diesel straight to the ensuing revolution in electric, biofuel and hydrogen transmission systems for heavy vehicles.
8This will be much like how India skipped the fixed line telephone revolution to go straight to using mobile telephones.
8However, unlike with electric cars, the arrival of a pure or a hybrid electric or hydrogen truck is going to take time.
8The efficiencies of electric vehicles are well established: when driving on an uncongested highway, a modern truck can achieve efficiencies from the engine to the wheel of no higher than 30%, while electric trucks can reach power train-to-wheel efficiencies of as high as 85% or more.
8Futuristic electric road systems (ERS) are being planned which will rely on vehicles that can receive electricity from power transfer installations along the road upon which the vehicles are driving. Furthermore, the vehicles using ERS can be hybrid, battery-electric, or hydrogen fuel cell vehicles they will have the ability to conduct normal driving operations, such as overtaking and driving autonomously outside of the electrical roads.
8Currently, battery and plug-in/catenary electric trucks are in the pilot stage (for heavy-duty rigid trucks and tractor-trailers) or the early deployment stage (for medium-duty trucks in urban
 operations). California remains a leader in advancing the deployment phase of these medium- and heavy-duty trucks.
8Costs of these vehicles and the required infrastructure are projected to come down as sales of electric buses and trucks increase.
8The big advantage for India could well be the low emission standards it can achieve since the electric infrastructure can be powered with renewable solar or wind energy.
8ERS could penetrate first in short-distance, local freight applications as a means of radically reducing local pollutant emissions, for instance at ports (as in the Los Angeles-Long Beach demo site) and mines.
8With sufficient regulatory and potentially also fiscal support from local, regional or national policy makers, ERS infrastructure could then branch out to medium- and long-distance highways with the highest freight activity.

A switch to CNG or LNG in heavy medium and heavy duty trucks will not lead to an abatement in CO2 emissions in relation to the use of diesel when a well-to-wheel framework is taken into consideration, a new study has shown.
8The thinking among gas suppliers in India so far is that LNG can be a suitable option for larger vehicles with a high annual mileage (typically 100 000 km or more) such as in regional and long-haul operations whereas smaller trucks with lower lower annual mileage can be viable while using CNG.
8Even dual fitting options where medium heavy-duty compression ignition engines can be designed to run on a blend of diesel fuel and methane, where methane is typically mixed with small volumes of diesel to provoke ignition was meant to be an option.
8But In India however, the cost of switching to LNG or CNG is likely to be expensive -- as the higher cost is primarily due to storage tanks -- and without an adequate infrastructure in place, doubly so
8Then again, despite the lower carbon content of natural gas compared to diesel, switching to natural gas trucks results in only minor or no reductions in well-to-wheel (WTW) GHG emissions once issues related to methane are considered.
8On the vehicle side, the lower efficiency of most heavy-duty engines running on natural gas relative to diesel, as well as issues with methane slip, counterbalance the potential benefits of the lower carbon intensity of natural gas.
8What is more, while CNG is competitive when compared to diesel on account of lower cost of domestic gas, the cost economics can turn unfavourable when imported LNG is taken into consideration.
8Given these dynamics, it is unlikely that LNG or CNG powered heavily vehicle use will ever take off in India anytime soon.

City gas distribution companies are enjoying a good run given their monopoly over their geographical areas
8While they may sit on their monopolies and not do much, the going will remain good until their exclusive periods come to an end
8An example is Green Gas Ltd, which enjoys PNG and CNG distribution rights in Lucknow for five years and exclusive city gas infrastructure development rights for 25 years in Agra and Lucknow.
8GGL thus has a significant monopoly in the City Gas Distribution (CGD) business in its areas of operation.
8Consequently, the company is unlikely to experience any competitive pressures over the near to medium term even though it has been modest in the development of its infrastructure and it can do much more than what it is doing now.
