The power minister's recent call for hydel and gas based power plants to fill in the gap in the face of rising demand and shortage of coal makes for an interesting study.
8He has called upon hydel and gas based generators to help out but warned that these two categories of generation should only be used for peaking and not base load requirements.

Bangladesh has embarked on a massive drive to raise expensive LNG-based power capacity. A $1.2 billion LNG-based 800 MW power plant is just coming up as also a few others. Where is the funding for such mega projects really coming from?
8The neighbour's power infrastructure is radically different from that of India, as around 30% of its capacity runs on furnace oil and diesel, making LNG a viable option.

Petroleum minister Dharmendra Pradhan has done some good work in the petroleum ministry.
8He has figured out, eventually, that everything can only run smoothly if there is a further delegation of power.
8The minister has convinced the cabinet to delegate the decision making for all exploration related issues, including award of contract for new acreages, to the ministry itself.
8He finally realized that delegating powers away from himself is also as important and he did devolve some financial powers down the line to the DGH last week.
8But he can do more.
8All politicians love power and Pradhan is surely no exception to the rule. In fact, the amount of centralization seen in the ministry is probably as bad as in a dictatorial regime. The whole system in the vast ministry slows down dramatically as a file proceeds from the DGH to the ministry, climbing slowly up the serpentine ladder, from the desk of the deputy secretary onwards to the minister.
8The biggest service he can do to the industry is to make the DGH a statutory body, with a technical arm, which can stay affiliated to the ministry or if that is not possible, the Center for High Technology can plug that gap.
8Pradhan is nearing the end of his tenure as the petroleum minister and, in the political roulette game subsequent to the general election, we may not see him back in the seat in Shastri Bhavan, even if the BJP is able to claw back into power. The job can go to a power ally of the BJP.
8Keeping this context in mind, he must look for a place in history rather than quibble over small administrative matters. Further empowering the PNGRB, freeing up the DGH and splitting up GAIL to liberalize the Indian gas sector are areas where he needs to bring in more reforms. And he has the power and clout to do it.
8Subir Raha was unceremoniously fired by Murli Deora, but ONGC built a museum not in the name of Deora but Raha because of the far reaching changes he brought about in the E&P giant..
8Pradhan however will not go through the ignominy that Raha was subjected to, and though a museum will never be named after him, he can still leave a mark for posterity by pushing the envelope a little more than he has done so far.

While demand goes up, new deliveries of mobile offshore units are also going to move up over this period but at a slower pace than the increase in demand
8Nevertheless, the increase in new deliveries is significant and is likely to keep a lead on rates.
8What will then be required is the scrapping of older offshore units for the market to regain equilibrium
8The historical average annual delivery for offshore vessels for the period 2005-15 is 579 units
8The figure in 2018 is expected to be a mere 275 units but an improvement over 2017. Juxtaposed against that is the fact that less than a 100 mobile units are to be contacted against the historical average of 550 units annually.

The last month saw a flurry of activity in the petroleum ministry. A lot got done
850% of the stake in Ratnagiri refinery has been sold. And that is no mean achievement given that India had not been able to woo the Gulf countries to take a stake in an Indian refinery for the past few decades.
8A PPP format for strategic reserves is another big step forward and so was the successful partnership for filling up one underground cavern with foreign-owned crude oil.
8Among the other achievements is the successful conclusion of discovered rounds and OLAP, though critics can argue that foreign companies ignored these rounds altogether unlike in the past.  CGD bidding is expected to cover a large swathe of India.
8Over the last few years, the government has also been successful in extracting political capital out of  its LPG outreach scheme though its impact and reach are still being debated.
8Despite huge political pressure, the government stood its ground and decided not to roll back fuel price reforms.
8But as petroleum minister, many would say that Pradhan has been unsuccessful in his primary task, and that is to raise domestic production of oil & gas. In over more than four years, his track record is less than satisfactory. He did try to goad ONGC and OIL to push for more, but eventually, he could go only so far and no more. One of his big failures is his inability to push up gas production by going for low hanging fruits such as bringing the Daman development project to fruition. What the project is heading into is a scam of sorts which may need further investigation.
8The fact that the deadline for the KG-DWN-98/2 development is not going to be met and delays can be as high as 15 to 24 months is a cause for deep worry. ONGC messed up on the initial development model and by the time it realized that it was a mistake --of not allowing contractors to come up with the best design and implementation model and then selecting one and handing over a contract to it to put it together -- the timelines spun out of control.
8Another big mistake was for the government to allow the domestic ship building lobby to sabotage GAIL's attempt to build a dozen LNG ships. As the LNG vessel market tightens, GAIL may have to end up paying a high price for not having a captive fleet to offtake its US LNG commitments.
8Pradhan still has enough time to make up for the mistakes of the past. What he needs to do is speed up his to-do list of things if he really has to leave a mark as a petroleum minister. Details

8Project Description: The Promoter is planning exploratory drilling of 7 wells. Application for Petroleum Exploration License (PEL) for carrying out exploration work has been submitted to the state government and grant of the same is awaited. The promoter has completed the Environment Impact Assessment (EIA) studies. A part of the block falls under a Reserve forest area and is awaiting approval of Forest Clearance from MoEF. Promoter owned drilling rig is going to be deployed for undertaking drilling activities. The equipment required for the project includes casing pipes, drilling pipes, drill bits, x-mass trees, blow out preventer, cementing services, mud engineering services, and other oilfield chemicals. Numaligarh refinery is awaiting government sanction for a Rs 20,000 crore refinery.
8It has sought an excise duty concession, capital subsidy and big set of incentives from the state government to ensure project viability.
8Even though the company remains hopeful of a sanction, there are many, including this website, who are skeptical about investing in a subsidy-driven refinery in the North East of India.
8When last heard, a 6 MMTPA refining capacity was sought to be built with a stiff doze of capital subsidy and an excise duty relief running up to a whopping Rs 8400 crore a year! The figures have since been fine-tuned to make them more platable but yet they will be unacceptably high.
8When the refinery is expanded, most of the the extra capacity will only cater to demand originating outside of the North East. The industrial climate in the region is poor and it is unlikely that enough demand for petroleum products will be created there to keep a 9 MMTPA refinery going. There are three other refineries already operational in Assam and jostling for market share. Then again, what is the point of importing crude via a pipeline all the way from the East Coast, and then taking finished products back, perhaps for the same distance to the mainland through a pipeline that will run parallel to the one importing crude?
8The question that immediately comes to mind is why is the government entertaining such a preposterous demand. The only plausible answer is that the Modi led BJP government may see it as a sop to the industry-deficient and militancy ridden North East of India. This was exactly the logic on which the existing refinery was set up when Rajiv Gandhi signed the Assam Accord with the agitating All Assam Students Union in 1984.
8But a lot of a water has flown down the Brahmaputra since then. It is stagnating crude production from the Assam fields that has prompted BPCL, Numaligarh's mother company, to suggest a 1,350 km crude import pipeline all the way from Paradip to feed the refinery expansion. It is also a well established fact that a state-of-art refinery employs very few people and the Numaligarh refinery per say had little or no economic linkages with the rest of Assam's economy. More so, as no refinery related ancillaries have come up in Assam.
8Bangladesh and Myanmar are meant to be target markets for the Numaligarh refinery when its refinery capacity expands. The question is should a subsidised Indian refinery be selling petroleum products to a neighbouring country or to its own people?
8It is also a myth that Numaligarh can help sell Indian petroleum products in Myanmar. The route to Myanmar is long and torturous, and traverses difficult, militancy ridden terrain. A pipeline will be unviable given low offtake in areas bordering India and the fragile border roads will not be able to take the load of tankers ferrying MS and HSD from the plains of Assam to the Burmese border.
8Numaligarh refinery enjoys a 50% excise duty concession on its existing capacity and its GRM was an incongruous $31/bbl in 2017-18. Excluding the excise relief, the GRM came to $11/bbl.
In this context, there is absolutely no reason for grant of any kind of concession to the refinery.
8If anything, the BJP led local government should lobby with the centre that the concession that was meant to be granted to the refinery be pumped back as cash into the state to build schools and hospitals and spruce up its dilapidated infrastructure.
8It is however to be noted that all central governments become a little weak-kneed when it comes to dealing with the North East. Manmohan Singh, before he demitted office, forced GAIL to set up a subsidized petrochemical cracker unit in Dibrugarh, in the easternmost foothills of the Himalayas. The central government continues to foot its capital and fuel subsidy bills.

8Companies around the world have modified their facilities to accept U.S. ethane. And RIL has built an import terminal an ethane pipeline, and ordered the construction of six very large ethane carriers (VLEC) to transport ethane to India.. Each such vessel is capable of transporting over 800,000 standard barrels of ethane, with on average two of these ships loading at Morgan’s Point in US every month.
8RIL's main intention of using ethane is to produce ethylene, which in turn is the feedstock for petrochemicals, and it does so by replacing natural gas with ethane.
8A close look at US ethane prices relative to gas from 2013 onwards will reveal that RIL's decision to switch to imported ethane was taken at a time when ethane prices had remained consistently lower than gas prices.
8In fact the gap was widest around 2014-15 when RIL took the decision.
8But ethane is now exuding a worrying higher price relative to gas, expect in early 2018 when gas prices shot up temporarily. Ethane prices are currently at an all-time high.

8Project Description: The Promoter is planning  Exploration and Production of a Coal Bed Methane (CBM). The promoter is proposing to drill 39 coreholes, 5 test wells (Phase-I) and 35 pilot wells (Phase-II). Coreholes will be drilled to know the geological formation of coal seams in the earth’s subsurface. All wells will be drilled up to the target depth of 2500m. Surface facilities such as Gas Gathering Station (GGS) and Main Compressor Station (MCS) will be set up for collection of CBM gas. Pipeline of varying diameters from 4 to18 inches will be laid down for gas transport from Wells to GGS and consequently to MCS. Promoter owned drilling rigs are going to be deployed for undertaking drilling activities. The equipment required for the project includes casing pipes, drilling pipes, drill bits, x-mass trees, blow out preventer, cementing services, mud engineering services, hydrofracturing services, CBM well completion and Artificial Lifting services. Further RFQs are expected shortly.
