The question thus posed is ‘to what extent can demand for gas in the form of LNG absorb this ramp-up in supply’?
8In the 2016/2017 winter period we have seen an unexpected ‘tight’ market which increased LNG supply has been unable to ameliorate.
8Specifically, China has seen colder than normal winter temperatures and has increased its imports of LNG accordingly. South Korea has increased LNG imports to compensate for nuclear reactors taken temporarily offline. In Europe colder weather and high coal prices have boosted gas demand in the space heating and power sectors, exacerbated by the shutdown of significant French nuclear capacity.
8As we move into 2017, the burning question is whether (in particular) China’s recent increased LNG demand this winter is primarily a weather-related phenomenon or the start of a trend towards higher
8LNG demand based on displacing coal in power, industrial and space heating sectors. The absence of transparent prompt Chinese gas demand data prolongs the uncertainty on this issue.
8Asian demand for LNG imports has been characteristically seasonal, exacerbated by the lack of underground storage capacity and the tendency to purchase winter LNG cargoes ‘in addition’ to LNG storage inventory at regas terminals.
8Two scenarios are built up, one of "low" Asian demand and another of "high" demand. The two sets of projections are given here

Is this "under performance" between supply and demand to continue into the future?
8To understand the phenomena correctly, the website carries here details of the gap between LNG supply, projected and actual in 2015 and 2016 at the global and country level.
8The key underperformers relative to prediction are Australia (due to lower output than expected from recently completed projects, notably the delay in commissioning Gorgon trains 1 and 2), Angola (the facility being offline for this period), Egypt (the prediction was changed to zero from September 2015, though the country did export some cargoes towards the end of 2016), Yemen (shut down throughout the period) and Algeria to varying degrees during the period. Frequent over-performers were PNG and Russia.
8The website also carries here fresh country-level LNG production projections until 202. The assumed start-up timings for new LNG projects up to 2021 are also documented
8The outlook for global LNG supply shown depicts a sustained ramp-up in supply to above 500 bcma in 2020 from 350 bcma in 2016.
8The difference between predicted and overviewed performance reduces as the Australian projects are assumed to overcome commissioning problems by 2019.
8For 2018 and beyond, global LNG supply appears set for sustained and significant increases over recent levels.

There seems to have been a consistent underperformance between projected and actual supply of LNG in the global market.
8Various factors are responsible for the under performance
8While global LNG supply changed little between 2014 and 2015, it increased by 6% in 2016 (i.e.by 19 bcma). This was consumed by markets in Asia (up 17 bcma) and the Middle East (up 10 bcma), with South American demand down 5 bcma.
8Europe's demand increased by 4.3% in 2016 as a result of cold weather and switching to gas from coal but the additional demand was met by increased pipeline imports.
8In other words, while global LNG supply was little changed between 2014 and 2015, it increased by 6% in 2016 (i.e.by 19 bcma). This was consumed by markets in Asia (up 17 bcma) and the Middle East (up 10 bcma) with South American demand down 5 bcma.

On September 25, 2015, the United Nations General Assembly adopted the 2030 Agenda for Sustainable Development, which seeks to establish global consensus for the next 15 years. The 17 Sustainable Development Goals (SDGs) aim to address some of the world’s pressing economic, social and environmental challenges. UN member states are expected to use the SDGs to frame their development agendas, and there is a recognition that the private sector will play an important role in achieving them.
8The oil and gas industry’s operations potentially have positive and negative impacts on a range of areas covered by the SDGs, including on communities, ecosystems and economies. The industry contributes to sustainable development in a number of ways, including: generating direct and indirect jobs; supplying access to energy that enables economic activity and social development; contributing substantial tax and other types of revenue to governments; enabling development of advanced technologies and products; investing in the long-term social and economic success of the communities in which they operate, and managing the impacts of its operations by emphasizing environmental protection, health and safety, and human rights.
8However, the SDGs highlight sustainability challenges, where more can be done to mitigate the adverse impacts of oil and gas development. Among the challenges, the most acute are the industry’s environmental footprint on biodiversity, and climate change and its associated impacts on communities.
8The website carries here an Atlas on how the oil and gas industry can fit in with the Sustainable Agenda set by the UN

The increasing demand of energy has turned the shale gas and shale oil into one of the most promising sources of energy in the United States.
8In this article, a model is proposed to address the long-term planning problem of the shale gas supply chain under uncertain conditions.
8A two-stage stochastic programming model is proposed to describe and optimize the shale gas supply chain network.
8Inherent uncertainty in final products’ prices, such as natural gas and natural gas liquids (NGL), is treated through the utilization of a scenario-based method.
8A binomial option pricing model is utilized to approximate the stochastic process through the generation of scenario trees.
8The aim of the proposed model is to generate an appropriate and realistic supply chain network configuration as well as scheduling of different operations throughout the planning horizon of a shale gas development project.

There are a spate of petitions seeking restraint on the determination of tariff for the High Pressure Gujarat Gas Grid belonging to Gujarat State Petronet Ltd (GSPL)

8Others have said that all relevant documentation for taking a decision to raise tariff rates has not been uploaded by the PNGRB for consultation
8There is also a plea to avoid a "tariff shock" to customers.

Contrary to conventional thinking, there is very little production subsidy given to fossil fuels production in India, according to this authoritative global paper.
8Subsidies given by Australia, UK and Germany in fact are far greater
8Natural gas production subsidies are far higher in Russia, Argentina, Russia, the UK and US that in India
8Similarly, subsidies on oil production by the US, Russia, Brazil, Canada and even China far exceeds that of India
8This data makes interesting reading for both the oil and gas industry and policy makers.
8The notion that the industry is sop ridden can be dispelled using this data
8Perversely perhaps, the industry can make a reasonable plea for grant of subsidies for sustainable production in light of huge subsidies granted by competing producers of fossil fuels abroad

Even though the Trump Administration is planning to pull in the opposing direction, there is a growing volume of data that more steps are needed to keep the globe from warming beyond the two degree mark.
8Around three quarters of existing fossil fuel reserves will have to stay undergound to be able to keep global warming at two degrees, the argument goes.
8A paper is now claiming that ending ending subsidies to fossil fuel production is the missing piece of a comprehensive climate action plan.
8To stay on track with the global warming target, the world needs both supply-side policies (such as removal of fossil fuel production subsidies, moratoriums and “no-go zones” or coal phase-out) and demand-side initiatives (such as carbon pricing, removal of fossil fuel consumption subsidies, or fuel and energy efficiency standards), it is argued.
8A recent estimate of direct spending and tax breaks to fossil fuel production in the G20 countries alone placed the figure at USD 70 billion per year on average in 2013 and 2014
8The paper identifies a spate of oil and gas fields which are unviable without government support

8The argument is that production subsidies skew energy markets—they act as a negative carbon tax, artificially lowering the cost of producing more oil, coal and gas, that can be passed through in the form of lower market prices, encouraging more fossil fuel consumption and emissions.

8These market distortions can in turn make investment in energy efficiency and clean alternatives seem less competitive.

8The subsidy removal is modelled as instantaneous around the globe, and the modelling period is 2017–2050 and the resulting impacts in terms of both emissions and reserves that would become uneconomical to produce are documented.
